a list of hazardous materials sites compiled pursuant to Government Code §65962.5 and, as a <br />result, create a significant hazard to the public or the environment. <br />The SEIR evaluates the potential for development within the proposed Zone to emit <br />hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste <br />within one-quarter mile of an existing or proposed school, as well as the impacts related to the <br />potential for sites proposed for development within the proposed Zone to be included on a list of <br />hazardous materials sites compiled pursuant to Government Code §65962.5. <br />Significance Before Mitigation: Significant <br />Significance After Mitigation: Less than Significant <br />Finding: Changes have been incorporated into the proposed Zone that would avoid <br />the significant environmental effect as identified in the SEIR. Mitigation Measures <br />4.E-7 and 4.E-8, which are incorporated into the proposed Zone, will reduce the <br />significant environmental impact to a less -than -significant level. <br />Facts in Support of Finding: The following facts and mitigation measures indicate <br />that the impact will be reduced to less than significant. <br />1. Development of sites known to be formerly contaminated by hazardous <br />materials or wastes would occur within the proposed Zone, and remaining <br />and/or previously unidentified contamination may be present on or below the <br />ground surface within the area of the proposed Zone. Encountering <br />contaminated soil, surface water, or groundwater without taking proper <br />precautions during site remediation within the proposed Zone could result in <br />the exposure of construction workers or others to hazardous materials and <br />consequently result in associated significant adverse human health and <br />environmental impacts. <br />2. Implementation of Mitigation Measures 4.E-7 and 4.E-8, which are listed <br />above under Impact 4.E -5b, and set forth in Table 6-1 of the Final SEIR and <br />listed in the MMRP, will ensure that Impact 4.E-5 would be reduced to a less - <br />than -significant level and are hereby incorporated by reference. <br />Site(s) affected: All sites within the proposed Zone. <br />(Draft SEIR, pp. 4.E-27 to 4.E-28.) <br />7. Public Services and Utilities <br />Impact 4.E -9e <br />Development facilitated by the proposed Zone could potentially require new or <br />expanded water supply resources or entitlements. <br />The SEIR evaluates the impact of the proposed Zone related to the need for new or <br />expanded water supply resources or entitlements. <br />Significance Before Mitigation: Significant <br />36 <br />
