The SEIR evaluates the impact of the proposed Zone on wetlands, including <br />wetlands present in the Alamo Canal adjacent to the area of the proposed Zone. <br />Significance Before Mitigation: Significant <br />Significance After Mitigation: Less than Significant <br />Finding: Changes have been incorporated into the proposed Zone that would avoid <br />the significant environmental effect as identified in the SEIR. Mitigation Measures <br />4.E-2 through 4.E-4, which have been incorporated into the proposed Zone, will <br />reduce the significant environmental impact to a less -than -significant level. <br />Facts in Support of Finding: The following facts and mitigation measures indicate <br />that the impact will be reduced to less than significant. <br />1. Construction activities within the proposed Zone — specifically, <br />reconstruction and widening of the freeway on-ramp bridge over the Alamo <br />Canal — could affect wetlands and wetland habitat. <br />2. Implementation of Mitigation Measures 4.E-2 through 4.E-4 set forth in <br />Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact <br />4.E -lc will be reduced to a less -than -significant level and are hereby <br />incorporated by reference and described below. <br />Mitigation Measure 4.E-2: Wetland Delineation. In coordination with the City, a <br />qualified wetland ecologist shall conduct a wetland delineation of the proposed <br />bridge expansion and replacement site to identify potential waters of the United <br />States (U.S.) (including wetlands) or waters of the state which may be present. If <br />no waters of the U.S. or waters of the state are identified onsite, no further action is <br />required. Should waters of the U.S. or waters of the state be determined present <br />within the site, features shall be mapped and documented in a report for submission <br />to the appropriate jurisdictional agencies retaining authority over the identified <br />features. <br />Site(s) affected: Proposed bridge expansion and replacement site. <br />Mitigation Measure 4.E-3: Wetland Avoidance and Protection. Access roads, work <br />areas, and infrastructure shall be sited to avoid and minimize direct and indirect <br />impacts to wetlands and waters. Where work will occur within and/or adjacent to <br />federal and state jurisdictional wetlands and waters, protection measures shall be <br />applied to minimize the footprint of overall impacts and protect these features. <br />These measures shall include the following: <br />A protective barrier (such as silt fencing) shall be erected around the work <br />area (s) to minimize disturbance to wetland or water features and isolate <br />29 <br />
