4. Written Comments on the Draft EIR and Responses to Comments <br />Letter 62 Response - AT&T <br />62-1 through 62-6: <br />The comment expresses concern about the impact of a change in zoning and general plan <br />designation, for the AT&T WC property specifically and the impact to existing legally <br />established WC operations. With regards to the impact on existing businesses within the <br />area of the proposed EDZ. the EDZ is being developed to ensure that these property <br />owners will be able to continue leasing and operating existing businesses for as long as <br />desired. <br />Protecting existing businesses is a primary goal of the proposed EDZ, and existing land <br />uses are `grandfathered" in as part of the overall proposal. The City is currently exploring <br />ways to allow for some degree of expansion or replacement of existing businesses that do <br />not conform to the uses desired as part of the EDZ, while still retaining the EDZ's <br />redevelopment and growth potential.
