Enforcement Official or to the Clerk, then a copy shall <br /> be addressed to such person at the address of the premises <br /> or land involved in the proceedings. The failure of any <br /> owner or other person to receive such notice shall not <br /> affect in any manner the validity of any proceedings <br /> taken hereunder. An affidavit of service shall be filed, <br /> together with a copy of said notice, with the Clerk <br /> certifying the time and manner in which such notice <br /> was served. <br /> <br />4-7.51 Notice of Hearing. Notice of hearing by the Hearing <br /> Board shall be served in the manner and to the persons <br /> specified herein for notice of violation and shall be <br /> served at least five (5) days in advance of hearing by <br /> the Hearing Board. <br /> <br />4-7.52 Order of Hearing Board. The Hearing Board shall, <br /> within fourteen (14) days following conclusion of the <br /> hearing make in writing its determinations together with <br /> reasons therefor. Any condition found to be in violation <br /> of the provisions of this chapter is hereby deemed a <br /> nuisance and subject to abatement by the Enforcement <br /> <br /> Official as provided in the order of the Hearing Board. <br />4-7.53 Appeal. An appeal from any action taken by the <br /> <br /> Hearing Board may be taken consistent with the provisions <br /> of S2-13.23 of this code. <br /> <br />4-7.54 Abatement by. Owner:' Time Limit. The order of the <br /> Hearing Board shall specify a period of time not to <br /> exceed thirty (30) days within which abatement shall <br /> be completed by the owner or person in possession or <br /> control of the premises. The time for completion may, <br /> following written application therefor, be extended by <br /> the Hearing Board for cause. <br /> <br /> <br />
