Councilmember Brown referenced an email from the General Manager of the Association <br /> regarding the style that will be used for the smart pole. Mr. Jones confirmed the smart poles will <br /> be squared, not fluted, to match the existing style of the poles. The final version of the poles will <br /> be square instead of round and the Hacienda Association logo will be placed on the pole. The <br /> smart pole is the vendor's T2 model and was co-developed with Ericsson, a company with its <br /> North American headquarters in Pleasanton. It is a purpose-built pole by a pole manufacturer <br /> and made with American steel. This is the optimal design because it can meet any carrier's <br /> specifications and will be compatible with 5G. <br /> Mr. Jones reviewed the pending legislation and noted that municipalities can protect themselves <br /> through the development of aesthetic standards, which Pleasanton has already codified. He <br /> stated the carriers are incentivized to use concealed equipment. <br /> Assistant City Attorney Harryman thanked Mr. Jones for his assistance throughout the process <br /> and clarified the agreement before the City Council was for one hundred streetlights. She <br /> reviewed the content of the proposed amendments to the four maintenance agreements and the <br /> associated funds that the City would receive per pole. The revenue proceeds will be split <br /> between the Association and the City. The maintenance agreements are proposed to be <br /> extended to December 13, 2041 to coincide with the lease agreement. <br /> Assistant City Attorney Harryman confirmed the City has design review standards in place and <br /> compared this issue to the process the City went through with macro-cells approximately three <br /> years ago. <br /> Mayor Thorne opened the public hearing. Seeing no one wishing to address the City Council, <br /> Mayor Thorne closed the public hearing. <br /> MOTION: It was m/s by Brown/Olson to (1) introduce and waive first reading of Ordinance No. <br /> 2168 amending Chapter 18.110 (Personal Wireless Service Facilities) of the Pleasanton <br /> Municipal Code to allow for small-cell-wireless systems in the Hacienda Business Park where the <br /> systems are concealed; and (2) approve and authorize the City Manager to execute amendment <br /> to four maintenance agreements between the City and the Hacienda Business Park Owners <br /> Association to extend the terms of those agreements and to allow for revenue share for small-cell- <br /> wireless systems to be located in street lights in the Hacienda Business Park. Consider approval of the Junipero Street and Independence Drive Traffic Calming Plan <br /> Councilmember Pentin recused himself from participating in this matter, stepped down from the <br /> dais and left the Council Chamber. <br /> City Traffic Engineer Mike Tassano presented a staff report which included historical data on <br /> traffic calming plans in the City. The programs have been around for approximately twenty years <br /> and one neighborhood is address per year. This particular project commenced in March 2016 and <br /> he reviewed the community meetings, steering committee, and neighborhood petitions. If the plan <br /> is adopted, construction is proposed for late September/early October.
