Mr. Tassano reviewed the standard traffic calming protocols discussed at the community <br /> meetings including speed, school/work cut-through safety and the proposed tools for traffic <br /> calming. There are four proposed speed hump areas, two near Junipero and two on <br /> Independence. The proposed humps received the required neighborhood support. He reviewed <br /> the seven crosswalks which would be installed. He also reviewed the proposed lane shift for a <br /> second left turn lane in the area, which would add bike lanes to both sides of the street. This item <br /> will be part of a Capital Improvement Project under a different account. <br /> Mayor Thorne opened the item for public comment. <br /> John Bauer spoke in support of the plan, noting the careful consideration and work by the <br /> neighborhood and City staff. Although there have been eighteen months of incremental changes <br /> to address traffic in this area, none have resulted in more than a two percent change in traffic. He <br /> stated that although no one really likes to have speed bumps in their neighborhood, there is no <br /> inconvenience or damage to vehicles if they are traveling at 25 miles an hour or less. <br /> Laurie Merryman thanked City staff for the plan and is in agreement with the plan proposed by the <br /> City Engineer. She encouraged a yes vote from the Council on this matter. <br /> Vicki LaBarge thanked the City Council and staff for working with the neighborhood on the traffic <br /> calming plan. The steering committee did a great job and they are hoping for a yes vote from the <br /> City Council as they do not want to go back to the "drawing board." <br /> Sharon Piekarski mentions that she regularly rides her bicycle on Bernal Street. The light does not <br /> seem to detect bicycles at certain intersections so she can complete a left turn. Mr. Tassano <br /> reported that oftentimes, bikes do not have enough metal to be detected by the metal detectors at <br /> the intersections. The City has been upgrading to camera detectors which are more sensitive to <br /> bicycles. <br /> Mayor Thorne closed public comment. <br /> Councilmember Brown inquired as to the difference between speed humps, lumps, and bumps <br /> and whether there would be access for bicycles and emergency vehicles with the new traffic <br /> calming measures. Mr. Tassano explained the difference between the three, with the primary <br /> • <br /> difference being height. <br /> Councilmember Olson inquired whether the City could implement measures to prevent left turn <br /> lanes from Bemal onto Independence. Mr. Tassano explained about left turn prohibitions with <br /> exclusive lanes places certain motorists in a position of potential violating the law. <br /> MOTION: It was m/s by Narum/Brown by to approve the Junipero Street and Independence Drive <br /> Traffic Calming Plan, adding crosswalkts at Mission/Junipero and bike detection at <br /> Indepenence/Bernal.
