BACKGROUND <br />The City provides the Pleasanton Paratransit Services (PPS) transportation services to <br />adults age 70 and above and disabled adults 18 years or older. The services include <br />door-to-door transportation and group trips. These services are provided Monday <br />through Friday 8:00 a.m. to 5:00 p.m. <br />The Livermore Amador Valley Transit Authority (LAVTA) is responsible for the provision <br />of Paratransit services to Pleasanton residents during the hours that PPS is not <br />operating and also during PPS operating hours if PPS is unable to meet demand <br />because maximum capacity has been reached. <br />The City of Pleasanton has provided PPS transportation services since 1972. In 1998- <br />1999, the City re -engineered PPS and the City Council voted to continue the <br />transportation services and increase the general fund allocation. Program <br />enhancements were added which included extending hours and development of a <br />group trip program. Program policies and procedures were updated which included <br />automating dispatching, developing new policies and procedures which were outlined in <br />the Rider's Handbook, and an advisory body called the PPS Task Force was created. <br />In November 2014, Alameda County voters approved Measure BB which allocated <br />additional funding for the City's PPS transportation services and provided an opportunity <br />to consider how to best invest this funding into existing services as well as plan for the <br />future. Shortly thereafter, the paratransit study became a project on the City Council <br />Work Plan. The City of Pleasanton and LAVTA staff began discussions and determined <br />that a joint assessment by the City and LAVTA of Tri -Valley Paratransit Services would <br />provide valuable information required for both agency's governing bodies to make future <br />programmatic and funding decisions. <br />DISCUSSION <br />The study has been underway for eight (8) months and the following activities have <br />been completed. <br />1) LAVTA updated their website to host a webpage dedicated for the study: <br />http://www.wheelsb us.com/mobil ity-forward-tri-valley-r)aratransit-assessment- <br />studv/ . <br />2) Data from PPS and LAVTA has been compiled and analyzed by consultant. <br />3) A public survey was administered throughout the Tri -Valley to learn about <br />existing awareness of services, to understand needs and travel patterns, and to <br />understand where gaps in services exist. <br />4) An existing conditions report was drafted and presented to various groups in <br />June and July. <br />5) The Stakeholder Advisory Committee (SAC) met on June 21, 2017 to receive a <br />presentation regarding the existing conditions and to provide feedback on their <br />experiences. <br />6) Public Listening Sessions were held: The first round of public meetings took <br />place in June. <br />Page 2 of 3 <br />
