PROPOSED PHASING OF TRANSPORTATION MITIGATION MEASURES <br />The Transportation Assessment in the FSEIR was based on the assumption that future <br />construction in the JDEDZ would occur in phases, with the first phase consisting of <br />construction of the following uses on vacant parcels: <br />• 5,000 square feet of general retail uses <br />• 132,000 square foot hotel (231 rooms) <br />• 148,000 square feet of club retail uses <br />• 20 fueling position gas station <br />Given the traffic expected to be generated by the first phase, the Transportation <br />Assessment identified the need to construct all of the transportation mitigations prior to <br />occupancy of the first phase. <br />The 148,000 square feet of club retail generates approximately 78% of the first phase <br />traffic volume. This equates to 10-15% of the first phase's total traffic volumes. The <br />Transportation Assessment identifies the existing LOS at Stoneridge Drive and Johnson <br />Drive as LOS B in the AM peak hour and LOS C in the PM peak hour. Given this level of <br />service, the additional hotel trip generation (3-4 vehicles per signal cycle) could be <br />accommodated prior to mitigation measure completion without reducing the intersection <br />level of service to an unacceptable level. Similarly, the hotel trips would contribute to the <br />vehicle queues at the intersection, but the volume would not be sufficient to exceed the <br />existing available storage capacity. Allowing occupancy of other new uses in the JDEDZ <br />area is not recommended prior to full construction of the five major transportation <br />mitigation measures. <br />Page 9 of 16 <br />
