BACKGROUND <br /> The Junipero Street/Independence Drive residents raised concerns about existing <br /> speed and cut-through traffic as part of the Lund Ranch II project review. Staff initiated <br /> the traffic calming program in February of 2016 to address the concerns raised by the <br /> residents. <br /> DISCUSSION <br /> On March 3, 2016, staff conducted a neighborhood traffic calming program kickoff <br /> meeting that was attended by approximately 40 residents. City staff introduced the <br /> traffic calming program and presented the speed, volume and cut through traffic data. <br /> Also included in this initial meeting was the identification of eligible traffic calming tools <br /> and their advantages and disadvantages. The residents provided feedback and a set of <br /> residents volunteered to help develop a neighborhood traffic calming plan. There was <br /> sufficient neighborhood interest to pursue traffic mitigation measures for Junipero <br /> Street/Independence Drive, and a steering committee was formed from the residents at <br /> this kickoff meeting. <br /> The steering committee took part in numerous meetings to analyze, evaluate and to <br /> develop a traffic calming plan for Junipero Street/Independence Drive. The steering <br /> committee was tasked with addressing several concerns and has developed a plan to <br /> reduce vehicle speed, deter cut-through traffic, and improve pedestrian safety. <br /> Vehicle speeds were found to be similar to many of our local streets, but a few <br /> segments had recorded critical speeds of 33 mph and maximum speeds of 37 mph. <br /> The steering committee decided to develop a plan that would focus on reducing these <br /> speeds and to also improve the visibility of pedestrians near the park. <br /> City staff and the steering committee collaborated on a traffic calming plan and <br /> developed a plan that includes the following traffic calming elements: <br /> 1. Installation of four speed lumps —two on Junipero and two on Independence. Six <br /> speed lumps were initially proposed, but two locations did not receive the <br /> necessary support from the nearby residents. <br /> 2. Installation of crosswalks near the park intersections to channel pedestrians and <br /> at other locations along the roadway to provide pedestrian visibility and <br /> notification. <br /> 3. Installation of radar speed feedback sign to reinforce the speed limit. <br /> 4. Recommendation to pursue second left turn lane on westbound Bernal Avenue <br /> at the Sunol Boulevard/ First Street intersection. <br /> The locations of the speed lumps, radar speed sign and crosswalks are shown on the <br /> map. The map also shows two speed lump locations (black shaded squares) that were <br /> initially included in the plan but are not currently supported by the neighborhood. <br /> Page 2 of 4 <br />
