An application for <br /> a minor subdivision cannot be filed in the absence <br /> of the aforementioned allocation, provided, however, <br /> that a project submitted to the Planning Director <br /> on or before June 27, 1977 or one which received <br /> sewer connection permits pursuant to Resolution <br /> No. 77-108 (A Resolution Specifically Allocating <br /> 140 Single Family Dwelling Unit Equivalent Sewer <br /> Connections at the Sunol Sewage Treatment Plant <br /> for Properties Located Within the sunol Sewer <br /> Service Area) shall be exempt frcxntheabove prohibitic~. <br /> <br />Section 3. Section 2-10.14(Residential Allocation Required) is added <br /> to Article 19, Title II of the Ordinance Code of the City <br /> of Pleasanton to read as follows: <br /> <br /> ~2-10.14 Residential Allocation Required. No residential <br /> project receiving design review approval shall be eli- <br /> gible to receive any building permits in the absence <br /> of an allocation from the Residential Allocation Board. <br /> The provisions of this section shall not be applicable <br /> to any project which has received sewer connection <br /> permits pursuant to Resolution No. 77-108 (A Resolution <br /> Specifically Allocating 140 Single Family Dwelling Unit <br /> Equivalent Sewer Connections at the Sunol Sewage Treat- <br /> ment Plant for Properties Located Within the Sunol <br /> Sewer Service Area). <br /> <br />Section 4. This ordinance shall become effective immediately upon <br /> its introduction and adoption by a four-fifths vote of the <br /> City Council as an urgency measure, as provided in Govern- <br /> ment Code Sections 36934 and 36937~ and shall remain in <br /> effect until Ordinance No. 825 becomes effective. <br />Section 5. The circumstances creating the urgency are as follows: <br /> <br /> 1. A method for allocating and controlling residential <br /> development in the City has been in the process of study <br /> for almost one year and now is nearing completion with <br /> final action on the program by the Growth Management <br /> Committee scheduled for June 30, 1977. <br /> <br /> 2. The above Committee has recently determined the exact <br /> nature of the program, together with the decision that <br /> review of projects and allocation of residential units <br /> should be undertaken prior to submittal of a major or <br /> minor tentative subdivision map and immediately after <br /> design review in order to provide the City with the <br /> greatest amount of control and discretion to implement <br /> the residential allocation program and the General <br /> Plan for the public health, safety and general welfare. <br /> <br /> 3.
