The proposed program would be frustrated and abro- <br /> gated in its purpose, intent and goals, and the <br /> implementation of the City's General Plan will be <br /> adversely affected if the City continued to receive <br /> and process minor and major tentative subdivision <br /> maps and design review applications for residential <br /> developments prior to the effective date for imple- <br /> mentation of the Residential Allocation Program. <br /> <br /> 5. The time period during which the City will not pro- <br /> cess major or minor tentative subdivision maps, or <br /> residential design review applications is not antici- <br /> pated to exceed four months, so as not to create a <br /> hardship on property owners and developers. <br /> <br />Section 6.
