Commissioner Balch: I just wanted to mention that this is on my Minor PUD Mod, we <br />added this in as a Minor PUD use. So this is now something that would be one of these <br />examples.... the Minor PUD is in the past by quite a lot of time but now this Minor CUP <br />process is in, so this will be a double administrative approval separated by years in this <br />case. Okay, thank you Shweta. I think I just have one more question... Well, I think you <br />guys handled it, but it was the 60,000 feet for the retail. I looked at the chart in the staff <br />report, it begs itself for 58,000 feet just by the nature of the ones listed, so I just didn't <br />know if you guys wanted to clarify or add any further color to that, as to why 60,000 is <br />the magic number? <br />Bonn: There's definitely no magic to it. We're certainly open to suggestions. 60,000 <br />seemed to be on the higher end, you know, where Raley's is. These are not perfect, <br />precise numbers. Also, you'll notice that they're fairly round so it seemed to be on the <br />higher end of the threshold just to accommodate as many uses below that, but also <br />recognizing that that seems to be the upper limit for the types of neighborhood style <br />uses that you would see without having to trigger an additional review process. But <br />again, we're certainly open to other thoughts on the 60,000 number. <br />Commissioner Balch: My only comment to this was just that the traffic at the Amador <br />Safeway and the Pleasanton Gateway Safeway is fun and so I wanted to qualify, and <br />obviously you look at this and I don't know necessarily that 2,000 square feet makes a <br />major traffic impact, but it sure seems like it's awfully darn close. <br />Commissioner Allen: The concern I have with 60,000 square feet is specific to the C -C <br />District, and I know it's unlikely but at our last meeting we talked about potentially <br />having three types of sizing. Theoretically, let's say that the Vic's Shopping Center <br />area —I don't know how many square feet —or some of the new redevelopment we're <br />doing downtown frees up a lot of space and Safeway wants to come in. The thing I'm <br />concerned about is if we actually have City code that says someone could come in up to <br />60,000 feet without a CUP, just straight permitted in C -C, I'm concerned about that <br />because we have such limited downtown space and I think we want to be very strategic <br />about keeping it pedestrian - scaled and small - scaled, and we know we have a huge <br />traffic challenge downtown. Adding a Safeway or Raley's somewhere downtown if <br />something freed up could be a nightmare. So I'm concerned with having that allowed in <br />the C -C District. <br />Commissioner O'Connor: It's downtown but it's separate though, right? <br />Commissioner Allen: C -C is downtown. Can you show me on the table? Maybe I'm <br />misreading this. <br />Commissioner Balch: Page 30. <br />Commissioner Brown: I think they mention this in Table 2 of Exhibit B, Item no. 8 as <br />well. <br />Commissioner Allen: Okay, because I'm looking at page 30 and on page 30 for up to <br />60,000 feet for C -C it says it's permitted, which would say if Safeway came to us, it <br />would say it's permitted. <br />PLANNING COMMISSION MINUTES, December 14, 2016 Page 18 of 49 <br />
