Commissioner Ritter stated that he is comfortable with it. <br />Commissioner Piper inquired if staff is considering the guest parking as the parking <br />space right outside the garage. <br />Mr. Weinstein said yes. <br />Commissioner O'Connor stated that he is comfortable with that if there is a condition of <br />approval somewhere that the garages will be used for parking. He indicated that he has <br />seen too many places where people cannot get into their garage because they are <br />using it for storage, and the people living in the units are parking in the driveway, <br />leaving no parking place for anybody else. <br />Mr. Weinstein stated that could be a condition, which staff has worked on for other <br />projects as well. He noted that enforceability is sometimes difficult, but it is a condition <br />that is often imposed on rental projects. <br />Chair Allen stated that she supports that. <br />Commissioner O'Connor stated that the Commission hopes to make this a better <br />commercial area, and parking on the street is needed for everybody. <br />J. Does the Planning Commission believe the proposed landscape plan, green <br />screen, and tree removal and replacement plan are adequate or should they be <br />modified? <br />All the Commissioners stated they were good with the proposal. <br />K. Does the Planning Commission believe the applicant should contribute to the <br />City's Urban Forestry Fund to mitigate the removal/Joss of the existing Heritage <br />Trees? <br />Chair Allen said yes. She stated that she is on the Heritage Tree Board of Appeals and <br />this is consistent with how the Board handles this for others, and this ought to be treated <br />like any other project for which the City asks for compensation in return. <br />Commissioner O'Connor stated that he is on the same Board and that he agreed with <br />Chair Allen. He inquired how many Heritage trees were coming down. <br />Mr. Luchini said nine trees were to be removed. <br />Mr. Knuppe stated that they will be bringing 22 new trees onto the site. <br />Chair Allen clarified that it would be Heritage trees versus new trees. <br />Commissioner Ritter inquired if nine Heritage trees is a normal amount to take out for a <br />lot of this size. <br />PLANNING COMMISSION MINUTES, August 26, 2015 Page 40 of 43 <br />
