ROLL CALL VOTE: <br />AYES: Commissioners Allen, O'Connor, and Piper <br />NOES: None <br />ABSTAIN: None <br />RECUSED: Commissioner Balch <br />ABSENT: Commissioner Nagler and Ritter <br />Resolution No. PC- 2015 -18 approving Vesting Tentative Tract Map 8246 was entered <br />and adopted as motioned. <br />Commissioner Nagler arrived at this point and joined the Commissioners at the dais. <br />6. PUBLIC HEARING AND OTHER MATTERS <br />a. PUD -25, Greenbriar Homes Communities, Lund Ranch II <br />Applications for: (1) Planned Unit Development (PUD) Rezoning and <br />Development Plan approval to construct 50 single - family, two -story <br />homes and related improvements on the approximately 194.7 -acre Lund <br />Ranch II property located at 1500 Lund Ranch Road at the end of Lund <br />Ranch Road; (2) Certification of the Final Environmental Impact <br />Report (EIR) prepared for the project; and (3) Development Agreement <br />to vest entitlements for the project. Zoning for the property is <br />PUD- LDR/OS (Planned Unit Development — Low Density <br />Residential /Open Space) District. <br />Brian Dolan presented the staff report, noting that it has been a long road to get to this <br />point. He stated that when he joined the City seven years ago, one of the first projects <br />he was introduced to was this project, and there have been various iterations of that <br />over that period of time. He indicated that obviously, the passing of Measure PP had an <br />impact on the evolution of that project, and because staff and the Commission has gone <br />through some of the history of that before, he was going to focus his presentation on <br />just a few key items. <br />Mr. Dolan stated that the Commission had a Work Session on this item just a few <br />months ago, and so he is not going to get into a great deal of detail but will repeat some <br />of the information. He outlined his presentation, indicating that he will have a quick <br />project summary; talk through a little bit through the project issues, at the end of which <br />he would touch on some issues that came up in the Work Session and subsequently <br />from the Planning Commission that staff has been working on to provide additional <br />information, most of which is in the staff report but which the Commission can discuss if <br />there are any questions; and finally staffs recommendation. <br />PROJECT SUMMARY <br />Mr. Dolan started by presenting a slide of an aerial view of the project site with the <br />surrounding land uses: to the north of the project is the Kottinger neighborhood and the <br />Bonde development; to the east is the Foley property; to the south is the Spotorno <br />property; and to the west are the Ventana Hills and Sycamore Heights developments. <br />PLANNING COMMISSION MINUTES, June 24, 2015 Page 3 of 54 <br />
