June 10, 2015 <br />Commissioner O'Connor moved to approve the Minutes of the June 10, 2015 <br />Meeting, as submitted. <br />Commissioner Piper seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, O'Connor, and Piper <br />NOES: None <br />ABSTAIN: Commissioner Balch <br />RECUSED: None <br />ABSENT: Commissioners Nagler and Ritter <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br />AGENDA <br />There were no members of the audience wishing to address the Commission. <br />4. REVISIONS TO THE AGENDA <br />Adam Weinstein advised that there were no revisions to the Agenda. <br />5. CONSENT CALENDAR <br />Consent Calendar items are considered routine and will be enacted, approved, or <br />adopted by one motion unless a request for removal for discussion or <br />explanation is received from the Planning Commission or a member of the public <br />by submitting a speaker card for that item. <br />Commissioner Balch advised that he would be recusing himself from any discussion on <br />this item, due to a conflict of interest. <br />a. Tract 8246, Summerhill Homes <br />Application for Vesting Tentative Map approval to subdivide an <br />approximately 5.9 -acre parcel located at 5850 West Las Positas Blvd. <br />into 25 parcels consisting of 16 parcels for residential buildings <br />containing a total of 94 condominium units and nine common open <br />space parcels (approved under PUD- 81- 30 -89D). Zoning for the property <br />is PUD -MU (Planned Unit Development — Mixed Use) District. <br />Commissioner O'Connor moved to find that there are no new or changed <br />circumstances which require additional California Environmental Quality Act <br />(CEQA) review of the project; to make the Tentative Map findings as stated in the <br />staff report; and to approve Vesting Tentative Tract Map 8246, subject to the <br />Conditions of Approval as listed in Exhibit A of the staff report. <br />Commissioner Piper seconded the motion. <br />PLANNING COMMISSION MINUTES, June 24, 2015 Page 2 of 54 <br />
