Commissioner Ritter noted that Chair O'Connor was on the Commission when this <br />matter was first brought up and asked him what his thoughts were before the new <br />Commissioners came on board. <br />Chair O'Connor stated that this issue has been going on for a long time, and trying to <br />work out a compromise has had no success. He indicated that he thinks the <br />Commission should consider agendizing the matter, but he does not know if he has <br />support for that from the other Commissioners. He noted that at the last meeting, <br />Mr. Dolan had offered to sit down with any of the Commissioners for background <br />information on this issue prior to meeting with the Millers. <br />Commissioner Ritter inquired if it can be agendized as a discussion. <br />Mr. Dolan replied that if the Commission is going to vote to put this on the agenda, it <br />should start with a discussion, and the Commission can then decide at that point if there <br />is a direction. <br />Chair O'Connor verified that at the last meeting, Mr. Dolan explained that if a discussion <br />were agendized, both the Millers and the Masons would be notified and invited to <br />attend; staff will prepare a report first that would provide some background information, <br />after which the discussion would be opened to the public. <br />Mr. Dolan confirmed that staff would want to provide background for discussion in a <br />staff report, and there may or may not be recommendations in the staff report. He <br />indicated that staff will probably provide the Commission with some options regarding <br />what the Commission could do with that information. He added that the Millers and the <br />Masons would be invited to the meeting. <br />Chair O'Connor inquired if the staff report for the discussion would contain information <br />that would be the same as the staff report for a review of the Conditional Use Permit, <br />should that be agendized. <br />Ms. Harryman replied that the Commission would have staff's information but would not <br />have the benefit of the Masons and the Millers. <br />Chair O'Connor noted that the Masons and the Millers would be present. <br />Ms. Harryman said yes, but added that staff might not have the opportunity to respond <br />to whatever the Commission is going to hear. <br />Mr. Dolan asked the Commission what the agenda item would be if it is not a <br />discussion. <br />Chair O'Connor replied that if it was not a discussion, then it would be to review the <br />Conditional Use Permit (CUP) and if the Masons are adhering to the Conditions of <br />Approval. <br />Commissioner Allen added that it would be the enforcement of the CUP. <br />PLANNING COMMISSION MINUTES, November 12, 2014 Page 31 of 35 <br />
