Mr. Dolan replied that it depends on whom you talk to. He stated that he has never met <br />a developer who told him he was going to make gobs of money on his project. <br />Commissioner O'Connor stated he was somewhat concerned because he knows the <br />City has approved a couple of these larger apartment developments but he is not <br />seeing them moving forward and is not sure if they are going to be built. <br />Mr. Dolan replied that the City has been hearing that, and not just from one developer. <br />He noted that the truth is, if they do not build it, he thinks that is real -world proof that it <br />did not work because they went to all that trouble to get it approved and then to not <br />build it, then maybe the City did overdo it. He stated that he thinks it is going to take a <br />little more time before the City knows that, and then the market is going to adjust. <br />Chair Blank stated that he does not think the nexus is necessarily that just because the <br />City is requiring charging stations for electric cars and photovoltaic cables and separate <br />water meters, that is going to kill a project, if a project is going to be profitable. <br />Mr. Dolan agreed. He added that some of those decisions probably have a lot more to <br />do with what they paid for the land than with some of these requirements. <br />Commissioner Pearce agreed <br />Chair Blank asked Commissioner Posson if he is fine with where the Commission is at. <br />Commissioner Posson questioned where the Commission is. <br />Commissioner Olson stated that there were a couple suggestions <br />Chair Blank stated that his suggestion would be that the Commission consider <br />appointing two Commissioners to work with staff — and recommended Commissioner <br />Posson to be one of them — to develop the standard; and then in the meantime, <br />continue to do what the Commission is doing for St. Anton's for everything else that <br />comes through. He indicated that his experience has been that a developer who comes <br />in says, "What do we need ?" and staff gives them that laundry list; and they know up <br />front so they are okay with it. He noted that what developers hate is when staff asks the <br />developer if they put in these things when they get to the end of the project, and they <br />say that staff did not tell them that. <br />Commissioner Posson pointed out that this is exactly what he is trying to avoid, that he <br />does not want the Commission to have that discussion while the applicant is at the <br />podium. <br />Commissioner Pearce asked Mr. Dolan if he is in support of that suggestion <br />PLANNING COMMISSION MINUTES, June 12, 2013 Page 22 of 25 <br />
