It is important to note that Chapter 18.70, is <br />inconsistent with the meeting minutes from the Special City Council Meeting that <br />was held on November 27, 2012. An email outlining these discrepancies was <br />sent from Amy Loughlin (a fellow member of the Ventana Hills Steering <br />Committee) to Brian Dolan and Marion Pavan on 1121113, and Mr. Pavan <br />indicated that a copy of Amy's message would be sent to the Planning <br />Commission prior to this meeting. Please take the time to review that email (if <br />you haven't already) so that you can better understand how this verbiage has <br />been embellished to include a far broader interpretation than the minutes show <br />from the November 27, 2012 Special City Council Meeting. <br />"3. My third point was also referenced in the email from Amy. We asked the City for <br />clarification relative to `what other specific properties besides Lund Ranch 11, if <br />any, or potential PUDs within Pleasanton could be affected (if developed in the <br />future) by Chapter 18.70.' 1 do not believe that we have received an acceptable <br />response from the City as of yet, and we would appreciate one. To us it appears, <br />that the wording in the Draft Municipal Code Amendment, P12 -1796, dated <br />112312013, Chapter 18.70, Item E.3 has been written specifically to enable the <br />City and Greenbriar Homes to ignore and disregard PUDs and Specific Plans <br />written prior to November 2008. This seems to be the case since we are not <br />aware of any future PUDs where Specific Plans or PUDs approved prior to <br />November, 2008 regarding Public and Private Streets and Roads would be <br />affected (other than Lund II). Greenbriar wants to route all traffic from the <br />proposed Lund 11 development through the Ventana and Mission Hills <br />neighborhoods via Lund Ranch Road, Independence Drive, and Junipero. This <br />traffic flow proposal from the builder is unacceptable and it is not in line with ten <br />prior agreements and understandings (also previously shared and discussed with <br />Mr. Dolan and Mr. Pavan) with regard to the Lund Ranch 11 development <br />connecting to Sycamore Creek Way (the East/West collector). <br />`if you have not seen the email from Amy and /or the ten documents referenced <br />regarding the Lund 11 traffic flow, we would be happy to forward them to you. <br />"Thank you." <br />Justin Brown, a resident in the Mission Hills neighborhood, stated that he was not a <br />member of the Ventana Hills Steering Committee but has been in coordination with its <br />members and represents some of the interests of people living on Junipero Street. He <br />indicated that they fully echo the same sentiments just expressed by Ms. Spain. He <br />stated that Item E -3 in many ways undermines the intent of Item E -1 to preserve and <br />capitalize on the investments and decisions made in the past.
