in the planning period. He indicated that with the City's current draft RHNA number, the <br />exact number is not certain but that it is actually quite a bit lower than what the City <br />previously had. He noted that if everything stays the same, that number would be less <br />than 300. <br />Mr. Dolan stated that the Council also formally noted that this will not go into effect until <br />January 1, 2014 or until such time as the City approves enough units to meet its last <br />RHNA, which will not happen before 2014. He indicated that staff anticipates having <br />four more projects, one of which the Commission has already seen at a Work Session, <br />with three more coming up on Work Sessions soon. He added that there may possibly <br />be one more from the nine housing sites before that time. <br />Commissioner O'Connor asked what the total number of units would be. <br />Mr. Dolan replied that the four projects have about 300 units each, with a total of about <br />1,200 units all together. <br />Commissioner O'Connor noted that the Commission has already seen one that has <br />about 600 units. <br />Mr. Dolan confirmed that is the BRIE project and that the four projects are in addition to <br />the BRE project. He noted that these are four of the nine housing sites, and assuming <br />they will meet the guidelines and be approved by the Commission and the Council, all <br />these units will be counted towards the last round of RHNA number. He added that this <br />would mean the change to the Growth Management Program number will not come into <br />effect for quite some time. <br />Mr. Dolan stated that another change made is that all the subcategories for which <br />allotments had previously been reserved had been essentially eliminated from the <br />Program: projects defined as affordable, large projects, and a single - family home. He <br />noted that it is unclear at this time, but there is a whole year ahead before this comes <br />into effect, and there is an understanding that the Program will be revisited in the future, <br />at which time some version of the subcategories could possibly come back. He <br />indicated that the Councilmembers felt they needed to do something because they were <br />the sitting City Council when the housing cap was eliminated. <br />Mr. Dolan stated that staff will forward the Council report to the Commissioners. He <br />explained that staff was told in short notice that this would be considered by the Council, <br />and there was really no opportunity to have a lengthy discussion about it. He indicated <br />that staff will spend a lot more time in consultation with the Commission when a more <br />comprehensive review is done. <br />Mr. Dolan also informed the Commission that the Council ultimately approved the minor <br />changes to the Housing Element Background report and Program 9.1, and made a few <br />additional changes.
