to the Housing and Community Development (HCD) earlier today and that the City will <br />hopefully have a certified Housing Element in a very brief time frame. <br />c. Actions of the Zoning Administrator <br />No discussion was held or action taken. <br />d. Matters for Commission's Information <br />Acting Chair Pearce advised that the Historic Preservation Task Force had a good <br />meeting last week, with a consultant presenting a very interesting report on the <br />Downtown Historic Context Statement. She noted that the Task Force received <br />comments and will decide at the next meeting how to use the Statement. <br />Mr. Dolan noted that the Task Force will also do some public outreach. <br />Acting Chair Pearce added that the Task Force will probably go to the new City Council <br />to ensure that it is still on track. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />Field Trip to Downtown for Sound Demonstration Regarding Downtown <br />Hospitality Guidelines <br />Pamela Ott stated that this field trip is in response to the Commission's request at its <br />September 12, 2012 Work Session to hear what certain dBA levels sounded like, and <br />staff had decided that it would be most appropriate to have this in the context of the <br />Downtown since this is where the dBA levels will be applied and decisions will be made. <br />She indicated that Mr. Alan Rosen, the noise consultant staff has been working with, will <br />guide the group during the field trip. He noted that Mr. Rosen made a presentation to <br />the Task Force in one of its earlier meetings, but it was done in the Operations Services <br />Center conference room rather than out on the field. <br />Ms. Ott stated that the group will start at the north end of the Downtown where Handles <br />has live music in its lounge on Wednesday evenings. She explained that the group will <br />stand at the property line to check for noise levels as per the Draft Hospitality <br />Guidelines, continue towards Redcoats British Pub and Restaurant on St. Mary Street, <br />and then walk either down Main Street or back to the Council Chamber. She added that <br />along the way, the group will look at some points that have been of specific interest to <br />Task Force members as well as the Commissioners and residents, places where noise <br />really travels and carries. <br />Commissioner Narum inquired if that would include Peters Avenue at the residential <br />plane. <br />PLANNING COMMISSION MINUTES, October 24, 2012 Page 4 of 7 <br />
