the EVC for its review of the strategic plan and the next big implementation step of <br />attracting business to Pleasanton. <br />Ms. Hardy -Alpert stated that without sounding unconcerned to the residents who live <br />there, the Downtown should not have such problems as noise and occasional <br />nuisances and should also be recognized as the City's historic Downtown area. She <br />stated that Pleasanton is Pleasanton, not Livermore, and not Dublin, but that it is <br />hopping in Livermore cannot be denied. She noted that there is a shift personnel in <br />Pleasanton that did not exist 30 years ago who want to have an opportunity to come <br />Downtown like everybody else does. She stated that she thinks the Guidelines is a <br />good approach to try and provide some solutions that is balanced between business <br />owners and residents. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chair Pentin called for a break at 8:51 p.m. and reconvened the meeting at 8:58 p.m. <br />Ms. Ott stated that she wanted to make two clarifications on questions the Commission <br />raised this evening: <br />• First, with respect to Commissioner Pearce's question regarding the kinds of <br />activities this Guidelines covers, special Downtown accessory entertainment uses <br />refer to uses that are specific to Downtown hospitality, such as live entertainment, <br />including music, poetry readings, standup comedy, performance, art, DJ music, <br />dancing. These uses are in the Code amendments section, and then other <br />activities and issue come under the purview of other City ordinances and codes. <br />• Second, relative to Commissioner Blank's question about residential units during <br />the discussion about CEQA, CEQA considers readings over a period of time, <br />whereas the Guidelines considers noise readings taken at a point source in a <br />shorter window. <br />Commissioner Blank stated that the important thing here is that this is a workshop and <br />not a formal hearing, and he knows that when this comes back for formal presentation, <br />staff will do a great job ironing out all those concerns. <br />Commissioner Pearce noted that there were two Task Force members on the <br />Commission and inquired if the Commission is amenable to having them say how they <br />voted and why before the Commission goes through the questions. She indicated that <br />this would give her more clarity and structure. <br />Commissioner Narum stated that she was one of the five "no" votes and that she voted <br />no because she was not comfortable in the end with the Transition Area along Peters <br />Avenue. She indicated that she supports vitality and that 90 percent of everything in the <br />Guidelines is really good. She noted that there was a lot of give and take but that it also <br />went both ways.
