and sanitary sewer main extensions have been redesigned to traverse Alameda County <br /> Fairgrounds property by a different alignment (see Attachment 3). Ponderosa Homes II, <br /> Inc. has secured the necessary public water and sanitary sewer easements from <br /> Alameda County whose Board of Supervisors approved the grant of easements at their <br /> meeting on August 1, 2017. The easements are dedicated to the City of Pleasanton and <br /> provide for the installation, maintenance and repair of the water and sanitary sewer <br /> lines, along with fire hydrants, within Alameda County Fairgrounds property. Ponderosa <br /> Homes II, Inc. will install the fire hydrants and construct the water and sanitary sewer <br /> mains per the Tract 8317 Off-Site Improvement Plans. <br /> DISCUSSION <br /> Proposed Improvements and Maintenance Responsibility <br /> Ponderosa Homes II, Inc. plans to construct Tract 8317 in two phases. Phase I provides <br /> for the construction of Lots 1-16; Phase I I provides for the construction of Lots 17-19 <br /> (see Attachment 4). <br /> The On-Site Improvement Plans include improvements for Phase I and II; however, the <br /> Phase II improvements are shown for informational purposes only and will not be <br /> constructed at this time. <br /> The Final Map provides for the creation of Lots 1-16; a second map to create Lots 17-19 <br /> will be prepared at a later date at which time the Phase II improvements will be <br /> required. <br /> As shown on Attachment 4, the development proposes new public streets (Leah Lane <br /> and Melinda Way) as well as an extension of public streets (Lynn Drive and Rose <br /> Avenue). The bio-swales for stormwater treatment located on Parcel A and within the <br /> Rose Avenue public right of way will be maintained by a homeowners association <br /> specifically created for this project. <br /> The development proposes to install public street lights and fire hydrants, and construct <br /> public water and sanitary sewer mains within the public streets to serve the 16 single- <br /> family home lots. Additionally, as noted in the Background section, the development <br /> proposes to construct public water and sanitary sewer mains, along with public fire <br /> hydrants, on Alameda County Fairgrounds property. The proposed water and sanitary <br /> sewer mains will connect the existing water and sanitary sewer mains on Rose Avenue <br /> with the existing water and sanitary sewer mains on Valley Avenue, respectively. The <br /> street lights, fire hydrants, water and sanitary sewer mains, including those on Alameda <br /> County Fairgrounds property, will be owned and maintained by the City. <br /> Off-Site Improvement agreement <br /> The Off-Site Improvement Agreement provides for the installation of public fire hydrants <br /> and construction of public water and sanitary sewer mains on Alameda County <br /> Fairgrounds property. As noted in the Background section, Alameda County has <br /> granted public water and sanitary sewer easement to the City for the installation, <br /> maintenance and repair of the water and sanitary sewer lines, along with fire hydrants, <br /> within Alameda County Fairgrounds property. Additionally, Ponderosa Homes II, Inc. <br /> has obtained approval from Alameda County Fairgrounds and Alameda County Fire <br /> Department of the Off-Site Improvement Plans. <br /> Page 3 of 5 <br />
