public fire hydrants and construction of the off-site public water and sanitary sewer <br /> mains on the Alameda County Fairgrounds property. <br /> BACKGROUND <br /> Background for Tract 8317 <br /> On March 23, 2016, the Planning Commission recommended the City Council approve <br /> PUD-99, a Planned Unit Development (PUD) application by Ponderosa Homes II, Inc. to <br /> construct 19 single-family home lots located on an approximately 9-acre site at 1851 <br /> Rose Avenue. On May 3, 2016, the City Council approved PUD-99 and adopted <br /> Ordinance No. 2142. <br /> On May 25, 2016, the Planning Commission approved an application by Ponderosa <br /> Homes II, Inc. for Vesting Tentative Map 8317, consistent with the PUD development <br /> plan for this site. <br /> The developer has submitted the required agreements, Final Map, On-Site <br /> Improvement Plans, Off-Site Improvement Plans, and other legal documents for Tract <br /> 8317. Engineering and Planning staff and the City Attorney's Office have reviewed <br /> these documents and have found them to be in substantial compliance with the <br /> approved Vesting Tentative Map and PUD-99. Additionally, the developer has paid <br /> development fees and submitted performance and labor and material bonds as <br /> provided for in the subdivision agreement and off-site improvement agreement. <br /> Background for the Reimbursement Agreement <br /> The 1996 General Plan provided for the westward extension of Rose Avenue to Valley <br /> Avenue through Alameda County Fairgrounds and Zone 7 properties, which also <br /> included the extension of public water and sanitary sewer mains. <br /> Following City Council adoption of the 1996 General Plan, the following development <br /> projects along Rose Avenue installed water and sanitary sewer mains on Rose Avenue <br /> as part of the future extension of those utilities to Valley Avenue: Tract 7002, Tract 7143 <br /> and Tract 7534. Additionally, the developers of those projects and of Tract 8139 and <br /> Parcel Map 10537 paid their pro-rata share for the water and sanitary sewer extension <br /> to Valley Avenue. The paid amounts and present values (including interest) of the <br /> developers' pro-rata shares are shown below in Table 1.
