Pleasanton's Building Division has long had a practice in place which allows for an
expedited review and approval of permits for residential electric vehicle charging
stations. The Building Division created a guideline and customer handout in January
2011 detailing the information needed for an "over-the-counter" (same day) approval.
For example, over the last 12 months, the Building Division has approved 50 permits for
electric vehicle charging stations, all but two of which were issued on the same day as
the application was made to the City. Currently, applicants may submit applications and
plans over the counter, by facsimile or email. Staff has begun to work on the City's
online permitting portal, pleasantonpermits.com, to enable applicants to submit and
receive approval of their applications online.
DISCUSSION
The City already has a practice of expediting electric vehicle charging station
installations at minimal cost to the applicant (currently $94.50) and the vast majority of
applications are approved over the counter the same day. The proposed ordinance is
an amendment to Municipal Code Chapter 20.70 to change the title to expand beyond
rooftop solar systems to include the requirements of AB 1236 and support the City's
continued efforts to promote green building and alternative energy measures.
Submitted by: Approved y:
Gerry Beaudin Nelson Fialho
Director of City Manager
Community Development
Attachment:
1. Proposed ordinance to amend Municipal Code Chapter 20.70 Expedited
Permitting Process for Clean Energy Systems'
' The proposed changes to Chapter 20.70 are shown in track changes in Attachment 1 for ease of
identifying the code amendments. If the proposed ordinance is introduced on August 15th, when it is
adopted on September 5th the ordinance will have the text in final form for codification.
