BACKGROUND <br /> In November 2015, an RFQ was advertised seeking an architectural firm qualified to <br /> design and prepare biddable construction documents to assess the conditions of Fire <br /> Station Two (built in 1985) and Fire Station Three (built in 1973). Fire Station Two is east <br /> of the Stoneridge Mall, on Stoneridge Mall Road. Fire Station Three is located at the <br /> intersection of West Las Positas Boulevard and Santa Rita Road. In response to the RFQ, <br /> eight architectural firms (along with their assembled subconsultant teams) submitted their <br /> Statement of Qualifications (SOQs). A selection committee consisting of Kathleen <br /> Yurchak(Director of Operations and Water Utilities), Jeff Peters (Deputy Fire Chief), Chris <br /> Rizzoli (Support Services Supervisor), and Stephen Kirkpatrick (Director of <br /> Engineering/City Engineer) reviewed the SOQs. The selection committee invited the <br /> following four firms to participate in an interview: <br /> ATI Architects + Engineers Danville, California <br /> Brown Reynolds Watford Architects San Francisco, California <br /> Jeff Katz Architecture Sonoma, California <br /> Mark Albertson Petaluma, California <br /> On January 6, 2016, the consultant selection committee interviewed the four firms and <br /> unanimously chose JKA as the most qualified to assist the City with the project. <br /> The study was completed in 2016. The study evaluated the physical condition and <br /> construction of the buildings, as well as the ability of the buildings to meet the needs of a <br /> modern fire department, both now and into the future. The study looked at the most <br /> practical and cost effective ways to allow the stations to serve the functional needs of the <br /> Fire Department. The study found that Fire Station Two could be renovated to provide <br /> additional useful service, while Fire Station Three requires full replacement to properly <br /> serve the fire department and the community. The study also developed a design concept <br /> to renovate Station Two, and a design concept for a new Station Three, and prepared <br /> cost estimates to implement each of the design concepts. Station Two renovation is <br /> estimated at approximately $3 million, while a new Station Three is estimated at <br /> approximately $4.1 million. A copy of the study is attached as Attachment Two if one is <br /> interested in details regarding each fire station. <br /> Consistent with the estimated cost in the study, $4,085,000 is budgeted in the current <br /> Capital Improvement Program to replace Fire Station Three in fiscal year 2017/18. <br /> DISCUSSION <br /> Both Fire Department personnel and other City staff have been very satisfied with the <br /> work product of JKA. Since JKA was selected through a competitive RFQ process and is <br /> qualified by experience to design and assist with construction administration of a <br /> replacement Fire Station Three, and staff has had a good working experience with JKA, <br /> staff is recommending that the agreement to design and assist with construction <br /> administration of Fire Station Three be approved by the City Council. <br /> Page 2 of 3 <br />
