Work Plan—Pleasanton Trails Master Plan June 20,2017 <br /> 3. Draft Master Plan Formulation <br /> Based on guidance from City staff,the BPTC, partner agencies and input from public participation, <br /> TrailPeople will prepare a draft Trail Master Plan. <br /> 3.1. Draft Goals,Objectives and Policies.TrailPeople will refine the draft goals,and objectives,and <br /> develop corresponding policies.This will include policies and best practices for trail operation <br /> and maintenance and management to address trail user conflicts and impacts on adjacent uses. <br /> 3.2. Preliminary Trail Routes and Alternatives.TrailPeople,with input from Fehr&Peers,will map <br /> and describe the potential new trail connection routes and the improvements required to <br /> implement them, based on a planning-level assessment,including site reconnaissance of key <br /> trail routes to the limits of the budget provided for this task.TrailPeople will summarize the <br /> pros and cons of each route or alternative relative to the agreed-upon performance criteria, <br /> such as potential natural resource impacts, user experience and safety,site compatablity, right- <br /> of-way requirements,cost, permitting,and other relevant factors.The analysis will be <br /> completed in a "moon chart"or other summary table format.At this stage the costs to <br /> implement alternative improvements and connections will be estimated on an order-of- <br /> magnitude basis. <br /> 3.3. Draft Trail Standards and Guidelines.TrailPeople,will prepare a set of trail standards and <br /> guidelines.This will include design guidelines for trail types/classifications,street crossings and <br /> connections(with input from Fehr&Peers as noted below),signage and wayfinding,and <br /> conceptual programs for trail use and management,all reflecting current best practices. <br /> Starting from the City's Crosswalk Policy and Crossing Enhancement Toolboxes included in the <br /> BPMP, and working with the City's traffic engineer, Fehr&Peers will develop a set of guidelines <br /> for selecting the appropriate treatment where trails interface with roadways. This will include <br /> a decision-making flow chart and a toolbox of treatments, customized to be consistent with the <br /> BPMP and for the City's goals and values. These guidelines will help ensure a consistent user <br /> experience throughout the City's trail system. <br /> 3.4. Crossing and Connections Preliminary Designs(up to 4 conceptual projects)—the TrailPeople <br /> team will focus on up to 4 particular challenge areas at a site-specific conceptual design level in <br /> addition to the regional planning level analysis of trails for the overall system. These may be <br /> street crossings and on-street/in ROW connection challenges,or off-street trail challenges.This <br /> will include site reconnaissance and analysis.The concepts will be reflected in the decision <br /> matrix and guidelines described in Task 3.3. <br /> 3.5. Administrative Review.TrailPeople will transmit the draft products of Task 3 to the City and <br /> attend a conference call with City staff,and potentially partner agencies such as EBRPD and <br /> Zone 7,to review the preliminary products and prepare for the BPTC and public outreach. <br /> Based on comments and direction from the City TrailPeople will revise the products for <br /> presentation to the BPTC. <br /> 3.6. BPTC Meeting: Draft Trail Master Plan.The draft Trails Master Plan will be presented to a <br /> meeting of the BPTC.TrailPeople will prepare a summary,graphic maps and stables,a <br /> Powerpoint presentation. <br /> 3.7. Public Outreach. The draft Trails Master Plan will be posted on the City's web site and notice <br /> will be sent to all those who signed up during prior outreach,and to the identified <br /> stakeholders. The public will be invited to comment on the plan on-line,and/or to attend the <br /> public workshop and PRC meeting.TrailPeople will prepare a project summary,graphic maps <br /> and tables,a Powerpoint presentation and related materials to support public outreach, <br /> meetings and events(such as a booth at the Farmer's Market).
