Work Plan—Pleasanton Trails Master Plan June 20,2017 <br /> 2.2. Trail System Base Mapping.The City will provide GIS files,CAD files,or other available format <br /> maps and data to provide trail planning context,and if feasible facilitate obtaining map data <br /> from other agencies. TrailPeople will assemble an initial project GIS and map library, building <br /> on the B &P MP data and public domain data it has already collected,and prepare an initial <br /> base map series for planning. <br /> 2.3. Outreach and Engagement Plan. Based on discussions at the Project Initiation meeting and <br /> check-in with the Project Manager TrailPeople will prepare a plan for a phased program of <br /> public and stakeholder participation designed to produce a "community-based plan". The <br /> number and types of outreach events is detailed in the tasks below.The outreach plan will <br /> reflect the outreach accomplished for the B&P MP, local activity and event schedules, local <br /> experience and preferences. TrailPeople will help design one on-line survey to secure public <br /> input regarding the Trail Master Plan. <br /> 2.4. Initial Plan Goals,Objectives and Criteria. Based on discussions at the Project Initiation <br /> meeting, review of background documents and check-in with the Project Manager TrailPeople <br /> will formulate a draft goal,objectives,and performance criteria for the Trail Master Plan and <br /> the resulting trail system. These will be guiding principles to be vetted with the public and <br /> stakeholders and further developed into policies,guidelines and standards. <br /> 2.5. Administrative Review.TrailPeople will transmit the draft products of Task 2 to the City and <br /> attend a conference call with City staff,and potentially partner agencies such as EBRPD and <br /> Zone 7,to review the preliminary products and prepare for the BPTC and public outreach. <br /> Based on comments and direction from the City TrailPeople will revise the products for <br /> presentation to the BPTC. <br /> 2.6. BPTC Meeting:Plan Context,Goals,Objectives,Criteria and Outreach. TrailPeople will attend <br /> a meeting with the BPTC to review the draft products of Task 2 and the proposed outreach <br /> process for seeking input. This meeting should include invitations to relevant stakeholders such <br /> as bicycle, neighborhoods, hiking and business groups. Based on comments from the BPTC and <br /> direction from the City TrailPeople will revise the products for presentation to the public. <br /> 2.7. Trail Master Plan Public Outreach.The purpose of the outreach is to inform the public about <br /> the project, refine the plan goals,objectives and criteria for projects; identify trail system <br /> desires and gaps both geographically and by use (bicycle, hiking,equestrian,etc.);and to <br /> identify issues or challenges for the plan.TrailPeople will prepare a project summary,graphic <br /> maps and tables,a Powerpoint presentation and related materials to support public outreach, <br /> meetings and events(such as a booth at the Farmer's Market). TrailPeople will help design an <br /> online survey that would supplement meetings and workshops. TrailPeople will help prepare <br /> for,attend,and document one major public workshop with interactive exercises,and up to two <br /> events,focus group or issue meetings(such as property owners, business interests,user <br /> groups)during this task. <br /> Deliverables(administrative,draft,and public versions): <br /> • Summary of background documents and setting/context for the Trail Master Plan <br /> • GIS-based map series of existing and currently-planned trails;trail destinations and <br /> potential trail connections <br /> • Outline and introduction of the Trail Maser Plan and draft goal,objectives,and <br /> performance criteria <br /> • Draft content and layout for on-line survey <br /> • Graphic materials adapted from the above for use in public meetings and events <br /> • Notes from meetings and workshop and data from on-line survey <br /> TrailPeople, Landscape Architects and Planners 2 <br />
