MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California <br />January 17, 1966 <br />THE CITY COUNCIL met in Adjourned Regular Session at 7:30 P.M. on the above date <br />with Mayor Long presiding. <br />ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, <br />Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager; <br />Mr. Struthers, City Attorney; Mr. Campbell, City Engineer; and Mrs. Woodward, City <br />Clerk; were present. <br />PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. <br />MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL. <br />No one addressed the Chair. <br />REPORTS OF BOARDS AND COMMISSIONS <br />Report of the Plannin: Commission Re: A .lication of Wm. T. Marsh <br />Mr. Fales read the report of the Planning Commission which recommended to the City <br />Council that the application of Mr. Marsh requesting the rezoning of approximately <br />two and one -half acres of property located south of Kottinger Avenue, east of <br />Second Street, west of Del Sol Avenue and north of Neal Street from R -1 to RG -15 <br />be approved, and rezoned to R -2. <br />It was moved by Councilman Harding and seconded by Councilman Bubics that the Public <br />Hearing on the above matter be set for 7:30 P.M. on February 7th, 1966. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />Report of the Planning Commission Re: Approval of Tentative Subdivision Map es Tract <br />No. 2829 (Vineyard Terrace) <br />Mr. Fales read the report of the Planning Commission which stated that the Tenta -,, <br />tive Map of Tract No. 2829, Vineyard Terrace was approved. The report also indi- <br />cated that one non- standard condition pertained to the requirement that the develo- <br />per agree to participation in relieving some of the down - stream drainage problem, <br />either by letter or agreement for future payment or a cash .payment at this time. <br />Also, a second condition, was the requirement that this development would by sub- <br />ject to the payment of in -lieu fees that might be required by any park land dedi- <br />cation ordinance enacted by the City Council prior to the time of approval of the <br />Final Map. <br />Re <br />rt of the Plannin <br />Commission Re: A <br />royal of Tentative Subdivision Ma • Tract <br />No. 2814 (Highland Oaks) <br />Mr. Fales read the report of the Planning Commission which stated that the Tenta- <br />tive Map for Tract No. 2814, Highland Oaks, formerly submitted as Tract No. 2724, <br />was approved. The report indicated that this Tentative Map is essentially the <br />same as the original, which was approved prior to this development's annexation <br />into the City, excepting for some minor changes in the storm layout. Also a minor <br />condition regarding the width of entrance at cul -de -sacs was omitted from the <br />original Tentative Map and an additional condition was attached specifying that <br />this development would be subject to the requirements of any ordinance adopted, <br />concerning park land dedication or fees. <br />PUBLIC HEARINGS <br />Ado'tion of Parkland Dedication Ordinance •ursuant to Cha'ter 1809. Statutes 1965 <br />Sections 11510, 11546, Business and Professions'Code <br />Mayor Long declared the Public Hearing on the above matter open. <br />Mr. William T. Leonard, Executive Vice - President of the Association of Home <br />Builders of the Greater East Bay, Incorporated, commented on and presented <br />specific suggestions on the proposed Park Dedication Ordinance. <br />Mr. Jack Bostedt, representing MacKay & Somps Engineers, also suggested several <br />revisions of the proposed ordinance in question. <br />
