4. Pleasanton has indicated consistently the need for a Valley -wide approach <br />to planning and execution of solutions to the sewage treatment and dis- <br />posal problem, and has suggested formation of a Valley -wide jurisdiction <br />to assume these responsibilities. Such a jurisdiction is preferable to <br />working agreements since political representation is needed from all parts <br />of the Valley in order to avoid having sewage treatment and disposal used <br />for other unrelated purposes. <br />5. Pleasanton has expressed the need for adequate planning regarding treatment <br />and disposal, particularly as follows: <br />a. The future role of the Livermore, V C S D and Pleasanton facilities. <br />b. The role of a future treatment facility in Sunol. <br />c. The answer to the basic question of sewage reclamation vs. ocean <br />outfall. Among the methods available in order to procure answers <br />to these vital questions are those available through the Federal <br />grant -in -aid program. <br />6. The views have been expressed before the Valley Sewer Study Committee since <br />1960; the Local Agency Formation Commission in 1964 and 1965; the Bay Area <br />Water Quality Control Board in 1965, among others. <br />7. Conclusion - Since Zone 7 has, by recent State legislation, acquired the <br />ability to enter the area of sewage treatment and disposal, and since <br />Zone 7 is a Valley -wide jurisdiction providing for representation from <br />all areas, Zone 7 should be encouraged to enter this field, as follows: <br />a. Initially, and most important, the Zone should assume responsibility <br />for planning in the entire area of the Valley, in terms of an <br />integrated sewage treatment and disposal system. <br />b. Since the Zone is already responsible for water importation and <br />production, it is equipped and is a logical agency to conduct <br />research and studies regarding water reclamation. <br />c. In addition, a general plan for an integrated system should be <br />prepared, including not only the possibility of water reclamation <br />but also the need for an ocean outfall, a definition of the future <br />role of the Valley's existing and possible future treatment <br />facilities, the staging of the physical facilities which may be <br />needed, and the methods of financing the integrated system. <br />8. Subsequently, upon completion of a general plan and its review by the <br />agencies involved, a decision must be made regarding which agency or <br />agencies provides the most effective and economical method by which <br />an integrated system may be constructed and operated. <br />Mayor Long stated that the suggested policy statement was most adequate in express- <br />ing the City of Pleasanton's position in this matter. Mayor Long appointed Council- <br />man McWilliams to make this presentation at the before mentioned meeting on January <br />13th. <br />Proposed Additional Work; Assessment District No. 64 -3 (Arroyo Del Valle Interceptor <br />eTer) <br />Mr. Fales indicated that the Public Works Department has recommended that: <br />1. A spare compressor and motor for the sewer lift station be purchased <br />at a cost of $630.00, and <br />2. That 672 square feet of asphalt driveway and 240 square feet of con- <br />crete slab be installed adjacent to the lift station, at a cost of <br />$514.00. <br />11r. Fales advised the City Council that sufficient funds are available in the <br />assessment district to accomplish this work and the bond counsel has both approved <br />this expenditure and prepared the necessary resolution for adoption. <br />It was moved by Councilman McWilliams and seconded by Councilman Harding that <br />Resolution No. 66 -4, authorizing the change in work by the City of Pleasanton to <br />include the purchase of a spare compressor and motor and paving for the Sanitary <br />Sewer Lift Station for a total cost of $1,144.00 to be paid from the Arroyo del <br />Valle Assessment District No. 64 -3 Funds, be adopted. <br />2. <br />
