MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California <br />January 10, 1966 <br />THE CITY COUNCIL met in Regular Session at 8:00 P.M. on the above date, with Mayor <br />Long presiding. <br />ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, <br />Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager, <br />Mr. Struthers, City Attorney, Mr. Campbell, City Engineer, and Mrs. Woodward, City <br />Clerk, were present. <br />PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. <br />APPROVAL OF MINUTES <br />It was moved by Councilman Harding and seconded by Councilman Gerton that the min- <br />utes of the meetings of December 6th, 13th, and 27th be approved as presented, and <br />the minutes of December 20th be approved with the following insert on page number <br />2, under Future Annexation Policy Within Planning Area, item number 1: <br />"It was moved by Councilman Gerton and seconded by Councilman McWilliams <br />that the staff be instructed to initiate discussions with the property <br />owners in the area east of Camp Parks, north of Highway No. 50; in the <br />area between Santa Rita Road and Foothill Road, south of Highway No. 50; <br />and in the area of San Ramon Village and Dublin. <br />The roll call was as follows: <br />AYES: -- ___ Cc.ancilmen Gerton,' Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: Councilman Bubics ". <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL <br />No one addressed the Chair. <br />PUBLIC HEARINGS were not scheduled for this meeting. <br />REPORTS OF BOARDS AND COMMISSIONS were not scheduled for this meeting. <br />REPORTS OF THE CITY MANAGER <br />Outline of Suggested Policy Statement; Zone No. 7 Sewage Treatment and Disposal <br />Mr. Fales presented the following outline of a suggested policy statement for <br />presentation to Zone No. 7 of the Alameda County Water District on January 13th <br />at 8:00 P.M. at the Livermore Justice Court, 39 South Livermore Avenue, Livermore: <br />1. Since 1960, Pleasanton has advocated an integrated solution to the <br />sewage treatment and disposal problems of the Valley. <br />2. Every report and study completed since 1960 has indicated that an <br />organized and integrated solution is the best answer. <br />a. "Alternatives For Governmental Organization of Sewage Facilities <br />in the Pleasanton - Livermore Area ", by W. R. Zion - 1960. <br />b. "Eastern Alameda County Sewage and Industrial Wastes ", by Kennedy <br />Engineers - 1960. <br />c. "Financial Feasibility of Joint Sewerage Operations in the Livermore - <br />Amador Valley ", by Bartle -Wells Associates - 1965. <br />3. Valley Sewer Study Committee - Since its inception in 1960, one of the <br />Committee's aims has been cooperative action leading to ultimate solu- <br />tions in line with the Kennedy Report conclusions. <br />
