MINUTES of THE MEETING of THE CITY COUNCIL Pleasanton, California January 10, 1966 THE CITY COUNCIL met in Regular Session at 8:00 P.M. on the above date, with Mayor Long presiding. ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager, Mr. Struthers, City Attorney, Mr. Campbell, City Engineer, and Mrs. Woodward, City Clerk, were present. PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. APPROVAL OF MINUTES It was moved by Councilman Harding and seconded by Councilman Gerton that the min- utes of the meetings of December 6th, 13th, and 27th be approved as presented, and the minutes of December 20th be approved with the following insert on page number 2, under Future Annexation Policy Within Planning Area, item number 1: "It was moved by Councilman Gerton and seconded by Councilman McWilliams that the staff be instructed to initiate discussions with the property owners in the area east of Camp Parks, north of Highway No. 50; in the area between Santa Rita Road and Foothill Road, south of Highway No. 50; and in the area of San Ramon Village and Dublin. The roll call was as follows: AYES: -- ___ Cc.ancilmen Gerton,' Harding, McWilliams and Mayor Long NOES: None ABSENT: Councilman Bubics ". PUBLIC HEARINGS were not scheduled for this meeting. REPORTS OF BOARDS AND COMMISSIONS were not scheduled for this meeting. REPORTS OF THE CITY MANAGER Outline of Suggested Policy Statement; Zone No. 7 Sewage Treatment and Disposal Mr. Fales presented the following outline of a suggested policy statement for presentation to Zone No. 7 of the Alameda County Water District on January 13th at 8:00 P.M. at the Livermore Justice Court, 39 South Livermore Avenue, Livermore: 1. Since 1960, Pleasanton has advocated an integrated solution to the sewage treatment and disposal problems of the Valley. 2. Every report and study completed since 1960 has indicated that an organized and integrated solution is the best answer. a. "Alternatives For Governmental Organization of Sewage Facilities in the Pleasanton - Livermore Area ", by W. R. Zion - 1960. b. "Eastern Alameda County Sewage and Industrial Wastes ", by Kennedy Engineers - 1960. c. "Financial Feasibility of Joint Sewerage Operations in the Livermore - Amador Valley ", by Bartle -Wells Associates - 1965. 3. Valley Sewer Study Committee - Since its inception in 1960, one of the Committee's aims has been cooperative action leading to ultimate solu- tions in line with the Kennedy Report conclusions.
