MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California <br />January 24, 1966 <br />THE CITY COUNCIL met in Regular Session at 7:30 P.M. on the above date with Mayor <br />Long presiding. <br />ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, <br />Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager; <br />Mr. Struthers, City Attorney, Mr. Campbell, City Engineer; and Mrs. Woodward, City <br />Clerk, were present. <br />PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. <br />MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL <br />No one addressed the Chair. <br />PUBLIC HEARINGS were not scheduled for this meeting. <br />REPORTS OF BOARDS AND COMMISSIONS were not scheduled for this meeting. <br />REPORTS OF THE CITY MANAGER <br />Further Consideration of C. M. Report No. 63 Parkland Dedication Ordinance <br />Mr. Fales reviewed the revisions made in the proposed Parkland Dedication Ordinance <br />that were discussed at the Council Meetings of January 10th and 17th. Mr. John <br />Blayney explained the criteria that was used in determining the number of acres <br />planned for parks in the General Plan. He stated that the criteria was a realistic <br />one, and that it was purposely established at a low amount so that it would be con- <br />ceivable for the City to acquire the land. He continued by pointing out that since <br />that time several things have happened which would permit cities to acquire land <br />more easily, and that the Council might wish to change the criteria that was origi- <br />nally adopted. <br />Councilman Gerton introduced Ordinance No. 439, an ordinance relating to the dedi- <br />cation of public park land, the payment of fees, or a combination thereof, as a <br />condition to approval of a final subdivision map. <br />It was moved by Councilman McWilliams and seconded by Councilman Gerton that the <br />reading be waived. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />Anneal of H. G. Davies; Taxi Cab License <br />Mr. Fales read several reports and reviewed the two requests and subsequent denials <br />of these requests for a taxi cab license under Ordinance No. 213. <br />Mr. Davies presented what he reported to be a petition signed by over one hundred <br />residents of the City of Pleasanton requesting that another taxi cab company be <br />allowed to operate within the City Limits. This petition was not made part of the <br />record as Mr. Davies reclaimed it after it was shown to the Councilmen. <br />After considerable discussion, it was decided that Mr. Davies should submit in <br />writing his statements as to whether he has a right to obtain a taxi permit under <br />any of the four specific points listed in Section 2.1 of Ordinance No. 213. <br />Progress Report; Zone No. 7 Water Contract Negotiations <br />Mr. Fales reported that negotiations regarding a water purchase contract with the <br />Zone 7 staff have been completed and he is now in the process of preparing a final <br />report to the City Council. <br />Mr. George Hansen, representing the Pleasanton Township Water District's Board of <br />Directors, stated that their District would also like a copy of this report. <br />Preliminary Report; Del Valle Parkway Plan Line <br />Mr. Campbell presented a preliminary report and displayed a map regarding the <br />establishment of a precise plan line. <br />It was decided that a Study Session be scheduled in order to discuss this matter <br />in detail. <br />
