MINUTES of THE MEETING of THE CITY COUNCIL Pleasanton, California January 24, 1966 THE CITY COUNCIL met in Regular Session at 7:30 P.M. on the above date with Mayor Long presiding. ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager; Mr. Struthers, City Attorney, Mr. Campbell, City Engineer; and Mrs. Woodward, City Clerk, were present. PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL No one addressed the Chair. PUBLIC HEARINGS were not scheduled for this meeting. REPORTS OF BOARDS AND COMMISSIONS were not scheduled for this meeting. REPORTS OF THE CITY MANAGER Further Consideration of C. M. Report No. 63 Parkland Dedication Ordinance Mr. Fales reviewed the revisions made in the proposed Parkland Dedication Ordinance that were discussed at the Council Meetings of January 10th and 17th. Mr. John Blayney explained the criteria that was used in determining the number of acres planned for parks in the General Plan. He stated that the criteria was a realistic one, and that it was purposely established at a low amount so that it would be con- ceivable for the City to acquire the land. He continued by pointing out that since that time several things have happened which would permit cities to acquire land more easily, and that the Council might wish to change the criteria that was origi- nally adopted. Councilman Gerton introduced Ordinance No. 439, an ordinance relating to the dedi- cation of public park land, the payment of fees, or a combination thereof, as a condition to approval of a final subdivision map. It was moved by Councilman McWilliams and seconded by Councilman Gerton that the reading be waived. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None Anneal of H. G. Davies; Taxi Cab License Mr. Fales read several reports and reviewed the two requests and subsequent denials of these requests for a taxi cab license under Ordinance No. 213. Mr. Davies presented what he reported to be a petition signed by over one hundred residents of the City of Pleasanton requesting that another taxi cab company be allowed to operate within the City Limits. This petition was not made part of the record as Mr. Davies reclaimed it after it was shown to the Councilmen. After considerable discussion, it was decided that Mr. Davies should submit in writing his statements as to whether he has a right to obtain a taxi permit under any of the four specific points listed in Section 2.1 of Ordinance No. 213. Progress Report; Zone No. 7 Water Contract Negotiations Mr. Fales reported that negotiations regarding a water purchase contract with the Zone 7 staff have been completed and he is now in the process of preparing a final report to the City Council. Mr. George Hansen, representing the Pleasanton Township Water District's Board of Directors, stated that their District would also like a copy of this report. Preliminary Report; Del Valle Parkway Plan Line Mr. Campbell presented a preliminary report and displayed a map regarding the establishment of a precise plan line. It was decided that a Study Session be scheduled in order to discuss this matter in detail.
