Mr. Fales announced that the positions of two firemen, one Junior Civil Engineer, <br />one Maintenance Man and one Relief Police Clerk, which became authorized on <br />January 1, 1966, have been filled. <br />Mr. Fales read a proclamation for the Mayor's signature proclaiming January as the <br />"March of Dimes" month. <br />It was moved by Councilman Harding and seconded by Councilman McWilliams that the <br />Mayor be authorized to sign the proclamation, proclaiming January as the "March of <br />Dimes" month. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />Mr. Fales read an announcement from the Pleasanton Valley Homeowners Association <br />stating that the January meeting will be held at 7:30 P.M. on Thursday, January <br />20th, in the Amador High School Auditorium and Mr. William Penn Mott, Jr., General <br />Manager of the East Bay Regional Park District,will be the quest speaker. <br />COMMUNICATIONS <br />Mr. Fales read a communication from Mr. William T. Leonard, Executive Vice Presi- <br />dent of the Associated Home Builders of the Greater East Bay, Inc., dated January <br />10, 1966, which stated that the homeowners in new subdivisions are being dis- <br />criminated against by the Pacific Telephone Company by being charged $40.00 to <br />$75.00 for underground telephone service. The letter further stated that home <br />owners in Solano and Contra Costa Counties are having this service provided with- <br />out cost and suggested that the City Council study this situation and if necessary, <br />prepare testimony to give at the current series of hearings being conducted by the <br />Public Utilities Commission. <br />Mr. Bert Harper, representing the Pacific Telephone Company, denied this discrimi- <br />nation by stating that his company is abiding by the tariffs that control this. <br />Mr. Fales stated that he would meet with Mr. Leonard, representatives of the <br />Telephone Company, and the City Manager of Livermore, to discuss this situation. <br />Mr. Fales read a letter from Mr. Alan S. Hart, District Engineer, California State <br />Division of Highways, advising the City of Pleasanton that on October 21, 1965, <br />the California Highway Commission passed a resolution consenting to new public <br />road connections to State Highway Route 580 both at North Livermore Avenue and at <br />El Charro Road. A certified copy of this resolution was received with this letter. <br />Mr. Fales read a letter from Lewis A. Schulte, Jr., Schulte /Blackwell Development <br />Company, dated January 12th, which requested an amendment to the annexation agree- <br />ment for the acquisition of approximately five acres for a park site that the City <br />of Pleasanton suggested be held from any development until such time as annexation <br />was possible. Mr. Schulte further requested that the City purchase this park site <br />through the use of the exchange of annexation fees and also that their development <br />be exempt from the provisions of the forthcoming Parkland Ordinance since their <br />tentative map was approved by the City in conjunction with the County quite some <br />time ago. <br />Mr. Fales stated that there is a definite moral obligation to Schulte /Blackwell <br />Development Company and recommended that this amendment be approved. <br />It was moved by Councilman Harding and seconded by Councilmen Bubics that the City <br />Staff be authorized to negotiate with Schulte /Blackwell Development Company and <br />prepare an amendment to the annexation agreement for the exchange of annexation <br />fees for park site acreage. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />Mr. Fales read an invitation from Governor Brown to participate in a statewide <br />meeting of the Governor's Industrial Safety Conference to be held at the Fairmont <br />Hotel in San Francisco on February 3rd and 4th, 1966. . <br />ORDINANCES FOR ADOPTION (second reading) <br />Ord. No. 438, amending Ord. No. 238, RE: Refuse Collection <br />It was moved by Councilman Gerton and seconded by Councilman Harding that the <br />reading of Ordinance No. 438, be waived. <br />4. <br />
