<br />120 Gasoline Contract
<br />Mr. Fales stated that the bids for this item were called on December 28th, 1964
<br />and opened at 4:00 P.M. on January 18th, 1965. He advised the Council that only
<br />one btitd was received, that from Si 1,011 Co. which matchea� current County
<br />price:: schedule 'of $.1949 and :22 per gallon, respectively. 'his bid is for the
<br />period'January 1, 1965 to July 1:965, which is the date upon whiththe current
<br />Alameda Oounty contract expires:. Mr. Fales reported that the currentprices paid
<br />bythe;City for gasoline are $.25 per gallon for regular and,$ for
<br />ethyl. The saving, therefore, to the City in awarding this', contract would be $.052
<br />per gallon for regular add approximately $.09 per gallon fors ethyl. At our present
<br />rate bd,consumption, this savings amounts to approximately ,000.00, per year.
<br />Mr. Fates recommended acceptance of this proposal from Signal Oil Co. with a new
<br />contract let to bid on July 1, 1965, which will include the entire 1965 -1966
<br />Fiscal Year.
<br />It was moved by Councilman McWilliams and seconded by Councilman Harding that
<br />Resolution No. 65 -12, authorizing -the contract with Signal Oil Co. for bulk
<br />gasoline commencing January 1, 1965 °and ending July 1, 19653, be adopted:

<br />Annexation No. 38, Stanley Blvd. Annex "B"
<br />Mr. Fales reviewed the technical problem involved in annexing only the Jorgensen,
<br />Regalia and Delucchi properties, which have requested annexation. He stated that
<br />in accordance with the Council' s instructions, letters were forwarded on
<br />January 8th, 1965 to the King, Silva and Brusatori families explaining the situat-
<br />ion and requesting an indication'ofl, feeling regarding annexation. Mr. Fales stated
<br />that he has not received any written indication of feelings from these persons.
<br />Mr Fales read an extract of Resolution No. 3361, dated February 11, 1963 pertain
<br />ing to a Council Policy regarding annexation which stated that "only upon consent
<br />or request of the owners, except where a preponderance of ownership requesting
<br />annexation is not contiguous to the•City, the City may annex through an intervening
<br />parcel of property, only, however, after contacting the owner of said property
<br />d
<br />Mrs. Hazel Silva, one of the property owners involved that had not requested
<br />annexation stated that she preferred to wait to be annexed when the balance of
<br />Stanley Blvd. would be annexed. She also stated that the property owners now
<br />desiring annexation could have done years ago when Annexation No. 17
<br />was annexed to the City of Pleasanton.: Mil Fales explained laws
<br />governing this situation. Mrs. Silva inquired about the annexation fee and this
<br />was explained to her. Mr. Fales stated that the entire Stanley Blvd. area to the
<br />Southern Pacific tracks would be :annexed in the future. Mre Earl Augusta of
<br />Stanley Blvd, stated that he would oppose the annexation of this portion of
<br />Stanley Blvd. area at this time. Considerable discussion ensued regarding
<br />City. services.
<br />It was moved by Councilman McWilliams and seconded by Councilman Harding that
<br />Resolution No. 65 -9, authorizing the City staff to submit proposed Annexation No.38,
<br />Stanley; Blvd. Annex "B which involves the Jorgensen, Delucchi, King, Silva and
<br />Brusatori properties, to the Local Agency Formation Commission, be adopted.

<br />Mr. Fates stated thct on December 21, 1964, the City'Council authorized a time
<br />extension for the provision of fire protection to the unincorporated areas through
<br />January 31, 1965. He advised the Council that he has been informed that the
<br />Happy Valley area has taken steps to form a County Service Area, that a communicat-
<br />ion has been received from the Castlewood Property Owners Association indicating
<br />a. desire to negotiate a contract with the City for fire protection and that letters
