The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />It was moved by Councilman Harding and seconded by Councilman Cairo that Resolution <br />No. 65 -53, amending Resolution No. 65 -45 changing the place of the public hearing on <br />Annexation No. 39, Lynnewood Avenue, to the Women's Club Building, Vineyard and <br />Regalia Avenues, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />C.M. Report No. 46; Street Lighting Improvements <br />Mr. Fales read the report on street lighting improvements as proposed by the Pacific <br />Gas and Electric Co. and recommended acceptance of the proposal for the following <br />reasons: <br />1. The program will result in an up grading of the street lighting system in all <br />areas of the City, particularly near the Fairgrounds. <br />2. Improved street lighting reduces the possibility of motor vehicle accidents <br />and street crime. <br />3. The program will result in an annual net savings of approximately $700.00 to the <br />City of Pleasanton: <br />It was moved by Councilman Cairo and seconded by Councilman Harding that Resolution <br />No. 65 -54, directing the change in street lighting from incandescent lights to <br />mercury vapor lights as outlined in the City Managers' Report No. 46, dated March <br />19, 1965, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />C.M. Report No. 45; Bi- Monthly Water and Sanitary Sewer Service Billing <br />Mr. Fales read the above report and recommended that bi- monthly billing for water <br />and sanitary sewer service be instituted on April 1, 1965. <br />It was moved by Councilman McWilliams and seconded by Councilman Cairo that Resolution <br />No. 65 -55, authorizing bi- monthly water and sanitary sewer service effective April <br />1, 1965, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />C.M. Report No. 44; Juvenile Delinquency <br />Mr. Fales read his City Manager Report No. 44 which contained the following recom- <br />mendations: <br />1. Coordinated efforts should be promoted, particularly in the juvenile field, be- <br />tween the Pleasanton and Livermore Police Departments, the Alameda County Sheriff <br />Office, the two Justice Courts, and the Probation Departments. These efforts <br />should be more formal then at present and should involve not only the coordinatiol <br />of records but should also involve the coordination of research and day -to -day <br />activities. <br />2. Better control should be fostered regarding students suspended from school, with <br />notification in each case to the Police Department in addition to parental notice <br />The advioability cf a hearing before a court officer or other responsible public <br />official on an informal basis prior to suspension, with the parents in attendance <br />should be investigated. <br />3. The advisability of meeting with the local merchants regarding the increase in <br />shoplifting problems being encountered during the school noon hour and after <br />school should be investigated. This may involve a continuing more formal liaison <br />with the merchants group regarding this particular problem. <br />4. The advisability of the formation of a continuing committee composed of parents, <br />church officials, police department and court officials in order to follow <br />through on any matters pertaining to the juvenile situation in this community <br />and on a Valley -wide basis should be very carefully investigated. <br />Mr. Fales stated that the above recommendations were the result of meetings held with <br />the representative of the courts, schools and other community agencies. <br />Mayor Lon commended Mr. Pales on his report <br />Judge Wm. Gale, Mr. John Edmands and Dr. Ray Haskell each concurred with Mr. Fales <br />report. <br />
