REPORTS OF THE CITY MANAGER Adoption of Select Street System, Mr. Fales stated that the Collier -Unruh Transport- ation Act requires adoption of a "Select Street System" by each city by February 15, 1965 and that this system will replace the old "Major Street System" for use of all State Gasoline Tax Funds made available to the City. Mr. Fales also stated that the system proposed is a result of the new General Plan studies and considerable addition- al study on the part of the Public Works Department. Mr. Campbell presented a map outlining the proposed select street system. Mr. Fales read the proposed resolution. It was moved by Councilman McWilliams and seconded by Councilman Cairo that Resolution No. 65 -20, adopting a select system of City Streets, be adopted. The roll call vote was as follows: AYES: Councilmen Cairo, McWilliams and Mayor Long NOES: None ABSENT: Councilmen Bubics and Harding V.C.S.D. Sunol Area Annexation Mr. Fales stated that the Local Agency Formation Commission heard this matter on January 28th and as a result of this hearing the annexation was withdrawn by V.C.S.D. and will be resubmitted in a revised form. Mr. Fales reviewed the deletions proposed by the Commission staff.which included the area south of Castlewood Country Club, parts of the Gelderman properties and the Citys Annexation No. 24. Mr. Struthers explained the legal aspects involving these deletions in referrence to Annex 24. Mr. Fales advised the Council that this matter would be put on an agenda at some later date, at such time as V.C.S.D. files a subsequent proposal. Final Cost; Filter Unit Reconstruction; Sewage Treatment Plant Mr. Fales read the report of costs regarding this matter as presented by the Director of Public Works. Proposed Civil Defence Services Contract; Alameda County Mr. Fales stated that for some time he has been duscussing with the Alameda County Sheriff's Office the possiblity of contracting with them for civil defense services to the City, in a manner similar to the contract they now have with Emeryville and are favorably considering with Newark. He advised the Council that he has received an offer from Alameda County to provide the following civil defense services for $50.00 per month, or $600.00 per year: 1. Day -to -day administration of civil defense program 2. Planning 3. Training 4. Public Information 5. Stockpiling Mr. Fales stated that such a contract will more than pay for itself each year just through the preparation and submittal of required detailed program papers and status reports, and the reimbursement funds secured from the Federal Government for the purchase of such items as radios and other emergency equipment by the City. Mr. Fales recommeded authorization of this agreement with Alameda County. It was moved by Councilman Cairo and seconded by Councilman McWilliams that Resolutio: No. 65 -21, authorizing the execution of an agreement with Alameda County for civil defense services to the City of Pleasanton at $50.00 per month, be adopted. The roll call vote was as follows: AYES: Councilmen Cairo, McWilliams and Mayor Long NOES: None ABSENT: Councilmen Bubics and Harding Annexation Agreement; D.C. Heath Co., Annex No. 35 Mr. Fales stated that he has received the executed annexation agreement from D. C Heath Co., which is the last agreement to be executed within this Annexation. He recommended that this agreement be adopted. It was moved by Councilman McWilliams and seconded by Councilman Cairo that Resolutioi No. 65 -22, authorizing the execution of the annexation agreement with D.C. Heath and Co. be adopted. The roll call vote was as follows: AYES: Councilmen Cairo, McWilliams and Mayor Long NOES: None ABSENT: Councilmen Bubics and Harding Tract No. 2711, Amador Estates; Approval of Final Subdivision Map, subdivision Agreement Mr. Campbell presented the map of Tract No. 2711 and recommended that acceptance of this tract be postponed until February 8, 1965 as one of the necessary bonds had not been received.
