5. Approve an authorization through the on-call services contract with Swinerton <br /> Management and Consulting, in the amount of $56,880, to provide construction <br /> management services for the project. <br /> 6. Appropriate $498,545 from the Park Dedication Fee Fund to complete the funding for <br /> the Two New Lighted Tennis Courts at the Tennis and Community Park. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $1,097,295. This includes $144,905 <br /> already expended on the first set of plans and specifications, the current set of plans and <br /> specifications, cancelling the first construction contract, and other misc. costs associated <br /> with advertising the project for bid and plan reproduction. Combining the recommended <br /> award amount of $799,338 to Goodland Landscape, $80,000 recommended for <br /> contingencies, and $73,052 for construction management and other support services, the <br /> total estimated cost to complete the project is $952,390. Currently there is $453,845 in <br /> the CIP project account 14731 available to for the project. Staff recommends the <br /> additional appropriation of$498,545 from the Park Dedication Fee Fund to fully fund this <br /> project. Please see Attachment 4— project funding and expenditure project. <br /> BACKGROUND <br /> The Pleasanton Tennis and Community Park was master planned in 1985 and included <br /> 12 tennis courts. Construction of the park as it exists today with 10 tennis courts occurred <br /> primarily in two phases, in 1986 and 1995. In 2014, the Parks and Recreation Master <br /> Plan Update identified a need for additional tennis courts within the City, and more <br /> specifically recommended that the long-planned final two lighted tennis courts at the <br /> Pleasanton Tennis and Community Park be constructed in the location shown in the 1985 <br /> Master Plan. Subsequently funds were budgeted in CIP No. 147031, Two New Lighted <br /> Tennis Courts at the Tennis and Community Park. In March 2016, City staff began <br /> preparation of plans and specifications for the courts, followed by project advertisement <br /> for construction bid. On June 21, 2016, the City Council awarded the construction <br /> contract in the amount of$494,353 to the low bidder Goodland Construction. On August <br /> 9, 2016, the City Council heard from many area residents that the location that the two <br /> courts were being constructed was a heavily used grass area. At the meeting City Council <br /> directed that construction be halted, that the contract with Goodland be canceled, and <br /> that staff and the Parks and Recreation Commission work with the community to <br /> determine the best alternative location for the two additional courts within the park. <br /> At the Parks and Recreation Committee Meeting on September 8, 2016, eight alternative <br /> locations to construct two additional tennis courts at the park were presented by staff for <br /> consideration. The alternatives were consistent with the direction provided by City Council <br /> at the August 9, 2016, Council meeting. Each location was shown graphically, and the <br /> pros and cons of each location were discussed. Staff requested that the Commission <br /> consider the eight locations, as well as consider other locations if the Commission thought <br /> it appropriate. The goal of the September 8 presentation was to review all possible <br /> locations to construct the courts, then narrow the number of alternatives considered in <br /> detail to a manageable number. After significant public testimony, the Commission found <br /> three alternatives were worthy of further consideration. <br /> Page 2 of 5 <br />
