THE CITY OF <br /> _ 7 <br /> PLEASANTONC CITY COUNCIL AGENDA REPORT <br /> May 16, 2017 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> CONSTRUCTION CONTRACT TO GOODLAND LANDSCAPE <br /> CONSTRUCTION, INC. IN THE AMOUNT OF $799,338; AND APPROVE <br /> CONTRACT WITH SWINERTON IN THE AMOUNT OF $56,880 FOR <br /> CONSTRUCTION MANAGEMENT SERVICES FOR THE TWO NEW <br /> LIGHTED TENNIS COURTS AT THE TENNIS AND COMMUNITY PARK <br /> PROJECT, CIP NO. 14731 <br /> SUMMARY <br /> The 1985 Tennis and Community Park Master Plan and the 2014 Parks and Recreation <br /> Master Plan identified the need for, and the future location of, two lighted tennis courts at <br /> the Tennis and Community Park. In 2014 funds were budgeted in the Capital <br /> Improvement Program (CIP)for the design and construction of the two courts. The project <br /> was designed in the location identified in the 1985 master plan. The construction contract <br /> was approved by City Council on June 21, 2016. When temporary fencing was installed <br /> in the park around the construction area, many residents and park users expressed <br /> concern about losing the grass area where the courts were planned. The construction of <br /> the project was halted at the August 9, 2016 City Council meeting. At the meeting Council <br /> directed staff to conduct more community outreach to explore alternative solutions. Staff <br /> met with neighbors on site to review alternatives, and on two separate occasions <br /> presented alternatives at Parks and Recreation Commission meetings. <br /> The Parks and Recreation Commission recommendation regarding the preferred location <br /> was presented to the City Council on December 6, 2016. City Council directed Staff to <br /> proceed with design services, bidding and construction of Alternative One for the tennis <br /> courts. The revised project was advertised for bid on April 8, 2017. Bids have been <br /> received and staff is recommending award of the construction contract to the lowest <br /> responsible bidder, Goodland Landscape Construction, Inc., in the amount of $799,338. <br /> Staff is also recommending approval of a construction management contract with the City <br /> on-call consultant, Swinerton Management and Consulting, for a not-to-exceed amount <br /> of$56,880. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the bids and award the construction contract for the project to Goodland <br /> Landscape Construction, Inc., in the amount of$799,338. <br /> 3. Authorize the City Manager to enter into the project contract. <br /> 4. Authorize the Director of Engineering to approve and execute any required contract <br /> change order(s) for a not-to-exceed amount of $80,000 approximately 10% of the <br /> construction contract) for unforeseen yet necessary related work. <br />
