The cash reserve for the District has been depleted due to the significant maintenance <br /> costs of the eucalyptus trees along the southwest edge of the Bonde Ranch open space. <br /> In order to address this situation, staff proposes and the Engineer's Report reflects the <br /> removal from the District's maintenance responsibilities that strip of land with the <br /> eucalyptus trees which is behind the Ventana Hills neighborhood, as indicated in the <br /> updated map. This reduction in the District's scope of responsibility is permitted by Cal. <br /> Streets & Highways Code §22630 and this area with those trees is now proposed to be <br /> undertaken by the City as part of the Bonde Ranch Open Space (which was dedicated to <br /> the City with the original development of Bonde Ranch). City staff continues to work <br /> closely with the maintenance contractor in order to reduce water use and to increase the <br /> efficiency of landscape maintenance operations, but despite this and the removal of the <br /> eucalyptus trees from the maintenance responsibilities of the District, an increase in the <br /> annual assessment will be necessary in the future in order to continue the maintenance <br /> standards of the District. <br /> Lighting and Landscape Maintenance District 1994-1, Oak Tree Farm <br /> The Oak Tree Farm subdivision (L & L District 1994-1) has been in place for twenty-three <br /> (23) years. Maintenance in this District includes open space areas, entry features, <br /> firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1994-1 will remain at$473.66 per parcel <br /> per year. With a total of 42 parcels in the District (including one City-owned sewer lift <br /> station parcel), this year's total assessment will be $19,885.81. This amount will be <br /> insufficient to fund the maintenance of all common areas including water costs, county <br /> assessment fees, city administration fees, replacement of plantings, irrigation systems, <br /> fencing, and other district improvements. The Engineer's Report projects that $25,346.50 <br /> will be required from the reserve fund to cover projected maintenance costs. An increase <br /> in the annual assessment will be necessary in the future in order to maintain the <br /> maintenance standards of the District. <br /> The District will continue its reduction in water use. <br /> With the assessment of one city-owned parcel, the City will pay $465.75. <br /> Lighting and Landscape District 1995-1, Moller Ranch <br /> The Moller Ranch subdivision (L & L District 1995-1) has been in place for twenty-two <br /> (22) years. Maintenance in this District includes open space areas, entry features, <br /> lighting, firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1995-1 (Moller Ranch) will remain at <br /> $570.06 per parcel per year. With a total of 101 parcels in the District (including the City- <br /> owned Moller Ranch water tank parcel and a staging area for Pleasanton Ridge), this <br /> year's total assessment will be $57,557. This amount will be insufficient to fund the <br /> maintenance of all common areas including water and electrical costs, county <br /> assessment fees, and City administration fees. The Engineer's Report projects that <br /> $25,179.47 will be required from the reserve fund to cover projected maintenance costs. <br /> The District will continue its reduction in water use. <br /> Page 6 of 7 <br />
