Although a fund balance of approximately $117,000 exists for this District, staff <br /> recommends increasing the current assessment, as the District contains a number of <br /> improvements for which long-term replacement must be considered. A significant amount <br /> of repair/replacement capital improvements are currently underway that will impact the <br /> fund balance. Future repair/replacement improvements consist of street lighting, an <br /> extensive irrigation system replacement, decorative street lighting replacement at the <br /> project entrance and other features. <br /> Staff met with the Moller Ranch Homeowners Association to discuss increased <br /> assessments to meet their repair/replacement capital improvement requirements and are <br /> working towards a vote on the increased assessment before the end of 2017. <br /> With the assessment of two city-owned parcels, the City will pay $1,121.06 ($560.53 <br /> each). <br /> PUBLIC COMMENT <br /> Staff provides general information to residents within the Lighting and Landscape Districts <br /> as a part of the public notice for confirmation of the Engineer's Report.
