With the assessment of one city-owned parcel ($16.62), and the cost of maintenance for <br /> the "general benefit" area along the Arroyo ($9,703.00) that was at one time included in <br /> this District, the City will be responsible for $9,719.62 of maintenance within the District. <br /> Lighting and Landscape Maintenance District 1993-1, Windsor <br /> The Windsor Homes subdivision (L & L District 1993-1) has been in place for twenty—four <br /> (24) years. Maintenance in this District includes masonry walls, trees, shrubbery, <br /> groundcover, and irrigation systems situated on the northeast side of Tapestry Way and <br /> Minton Court, Lot A in the northwest corner of the subdivision, and also Lot C in the <br /> southwest corner of the subdivision. <br /> The assessments for the coming year for District 1993-1 (Windsor) will be the same as <br /> last year, $269.62 per parcel per year. With a total of 90 parcels in the District, this year's <br /> total assessment will be $24,265.80. This amount will be insufficient to fund the <br /> maintenance of all common areas including water and electrical costs, county <br /> assessment fees, city administration fees. The Engineer's Report projects that$5,526.10 <br /> will be required from the reserve fund to cover projected maintenance costs. An increase <br /> in the annual assessment will be necessary in the future in order to continue the <br /> maintenance standards of the District. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Due to the ever-increasing cost of water and maintenance services and because of the <br /> aging plant material and improvements, the cash reserve for the District is diminished. <br /> City staff continues to work closely with the maintenance contractor in order to reduce <br /> water use and to increase the efficiency of landscape maintenance operations. City staff <br /> have met with the Windsor at Laguna Oaks Homeowners Association to discuss <br /> increased assessments to meet their maintenance requirements, but have not had <br /> success in gaining support for the increased assessment. Staff is working towards a vote <br /> on the increased assessment prior to the end of 2017. <br /> Lighting and Landscape Maintenance District 1993-2, Bonde Ranch <br /> The Bonde Ranch subdivision (L & L District 1993-2) has been in place for twenty-four <br /> (24) years. Maintenance in this District includes entry features, open space areas, <br /> firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1993-2 (Bonde Ranch) will be the same <br /> as last year, $257.22 per parcel per year. With a total of 103 parcels in the District <br /> (including the City-owned Bonde Ranch water tank parcel), this year's total assessment <br /> will be$26,489.35. This amount will be insufficient to fund the maintenance of all common <br /> areas including water costs, county assessment fees, city administration fees, and <br /> requires increasing the deficit of the fund balance. <br /> With the assessment of one city-owned parcel, the City will pay $252.91. <br /> Page 5of7 <br />
