In the event of a disaster or emergency all City employees, contingent upon health and safe <br /> passage, must report for instruction at the designated EOC or alternate EOC location. <br /> Certain staff have been pre-assigned to perform a specific function in the City of Pleasanton <br /> EOC (as a primary or alternate), or at another location, and are expected to report to the <br /> designated location as outlined in the Emergency Operations Plan. Staff assigned to <br /> perform an emergency function in the EOC or at another location are expected to report <br /> for duty. <br /> In the rare circumstance when normal communications are out of service and notification <br /> may not be possible with the use of the normal methods (phone, radio, digital), employees <br /> should report to their normal work site. If the normal work site is not available or <br /> accessible, employees are to report to an alternate location identified by the department <br /> plan. <br /> 9. PUBLIC INFORMATION <br /> In order to keep the community safe and informed, and in the interest of maintaining open <br /> and transparent media communications, the public information function will make every <br /> effort to disseminate timely, consistent and accurate information to the news media and <br /> public. <br /> In the event the EOC is activated, the Public Information Officer (PIO) will report to the <br /> EOC to coordinate with the EOC Director. The lead PIO will also work closely with all <br /> other EOC response sections to ensure a consistent message to EOC and emergency <br /> response staff as well as the public at large. <br /> All incoming media inquiries should be referred to the lead PIO or designee who may <br /> designate other PIOs (who may be in the EOC or in the field). All information released <br /> must be approved by the EOC Director or designee. If communication with the EOC is <br /> unavailable,field PIOs should coordinate the release of scene specific information with the <br /> Incident Commander prior to releasing any information to the public or media. <br /> Public Information will make every effort to conduct regularly scheduled briefings and <br /> distribute regular media releases to inform the media and public about the incident and <br /> response. Depending on the scale of the incident, a Joint Information Center(JIC) may be <br /> established to help coordinate the release of information. <br /> 10. EMERGENCY NOTIFICATION <br /> Requests for the dissemination of emergency communications should include specific <br /> information that supports the request including targeted geographic information, <br /> assessment of risk, and the intended goal of the communication. If a specific form of <br /> messaging is requested, that should also be indicated. <br /> The PIO in the EOC shall have primary responsibility for formulating any emergency <br /> messages.
