Once approved, the message will be transmitted by the PIO to the appropriate <br /> agency/channels. <br /> 11. EMERGENCY PURCHASING & PROCUREMENT <br /> For purposes of addressing a local emergency, the City Manager may authorize the <br /> expenditure of unappropriated available moneys. Any expenditures made in connection <br /> with emergency activities, including mutual aid activities, shall be deemed conclusively to <br /> be for the direct protection and benefit of the inhabitants and property of the city (§ <br /> 2.44.040). The City Manager shall seek retroactive City Council approval of any <br /> expenditures of unappropriated funds used to address a local emergency. <br /> The activation of emergency purchases requires a proclaimed local emergency/disaster. <br /> The City's normal purchasing procedure shall be modified to deal with the exigent <br /> circumstances while still maintaining an effective purchasing process and complying with <br /> applicable local and state purchasing laws. <br /> 12. MUTUAL AID/RESOURCE REQUEST <br /> Mutual Aid requests for Fire or Law Enforcement resources and personnel shall be made <br /> by the Police and Fire Department personnel assigned to the Operations Section,as directed <br /> by the Operations Section Chief. Requests for non law and fire mutual aid shall be made <br /> from the EOC and transmitted to the appropriate mutual aid coordinators at the Operational <br /> Section. The EOC shall be responsible for providing all logistical support to all mutual aid <br /> assisting the City of Pleasanton. The Fire and Police DOCs must coordinate mutual aid <br /> logistical support by communicating the status of all mutual aid requests to the EOC. <br /> 13. TRAINING <br /> a. In order to be fully prepared to assume designated roles in the event of an <br /> emergency that impacts the City, all employees need to: <br /> b. Complete a Disaster Service Worker registration form; <br /> c. Participate in and complete NIMS (National Incident Management System) <br /> training modules as directed; <br /> d. Participate in and complete SEMS(Standardized Emergency Management System) <br /> and personal preparedness training as directed; <br /> e. Identify any specific role identified in the Emergency Operations Plan, Continuity <br /> of Operations Plan or other emergency related emergency plans for each <br /> department; and <br /> f. As assigned, participate in training and exercises that are designed to help <br /> employees complete their assigned role <br />
