AUTHORITY This policy authorizes the City Manager and Department Directors to carry out all emergency plans as documented and adopted by the City Council. 6. ACTIVATION The EOC will be activated at the direction of the EOC Director or designee whenever an emergency, disaster, or situation exists which requires an above normal level of coordination between departments and/or agencies. Specific elements of the EOC may be progressively activated as warranted by the needs of the emergency. If an emergency, disaster or situation does occur that does require additional resources but does not warrant a full EOC activation, a Department Operations Center (DOC) may be activated until such time that a full EOC activation is necessary, if further escalation is required. 7. EOC DIRECTOR ORDER OF SUCCESSION • City Manager • Assistant City Manager • Police Chief • Fire Chief • Director of Operations and Water Utilities • Director of Community Development 8. EMPLOYEE RESPONSE Pursuant to California Government Code Section 3100,every City of Pleasanton employee is required to provide services as a Disaster Service Worker.Upon notification of a warning or knowledge of a disaster, all officers and employees of the city will be charged with the duties relating to the protection of life and property; City staff may be requested to modify shift schedules, return to work, remain at work, or perform different work assignments. If at home when a disaster occurs, it is expected that employees will ensure the safety and security of families and homes, and then return to work.
