4. PRIORITIES OF RESPONSE <br /> • Protect life <br /> • Maintain law&order <br /> • Protect property <br /> • Protect the environment <br /> • Restore community to normal (restore critical infrastructure) <br /> • Ensure cost recovery <br /> 5. AUTHORITY <br /> This policy authorizes the City Manager and Department Directors to carry out all <br /> emergency plans as documented and adopted by the City Council. <br /> 6. ACTIVATION <br /> The EOC will be activated at the direction of the EOC Director or designee whenever an <br /> emergency, disaster, or situation exists which requires an above normal level of <br /> coordination between departments and/or agencies. Specific elements of the EOC may be <br /> progressively activated as warranted by the needs of the emergency. <br /> If an emergency, disaster or situation does occur that does require additional resources but <br /> does not warrant a full EOC activation, a Department Operations Center (DOC) may be <br /> activated until such time that a full EOC activation is necessary, if further escalation is <br /> required. <br /> 7. EOC DIRECTOR ORDER OF SUCCESSION <br /> • City Manager <br /> • Assistant City Manager <br /> • Police Chief <br /> • Fire Chief <br /> • Director of Operations and Water Utilities <br /> • Director of Community Development <br /> 8. EMPLOYEE RESPONSE <br /> Pursuant to California Government Code Section 3100,every City of Pleasanton employee <br /> is required to provide services as a Disaster Service Worker.Upon notification of a warning <br /> or knowledge of a disaster, all officers and employees of the city will be charged with the <br /> duties relating to the protection of life and property; City staff may be requested to modify <br /> shift schedules, return to work, remain at work, or perform different work assignments. If <br /> at home when a disaster occurs, it is expected that employees will ensure the safety and <br /> security of families and homes, and then return to work. <br />
