1. OVERVIEW
<br /> The City of Pleasanton is dedicated to providing an efficient, coordinated response to any
<br /> disasters and/or unusual occurrences that could threaten the well-being and health of
<br /> residents and visitors to our community. Disaster coordination and management will
<br /> involve all affected city departments and any other related city, county, state, federal,
<br /> private sector, or non-profit agencies that can assist in providing resources and recovery
<br /> related to disaster preparedness. These occurrences shall be defined, but not limited to:
<br /> earthquakes, landslides, fires, floods, terrorism, nuclear incidents, hazardous material
<br /> incidents, disease outbreak, civil disturbances, criminal mass-casualty incidents, or any
<br /> other emergency requiring a coordinated, multi-agency response.
<br /> 2. PURPOSE
<br /> This policy is designed to facilitate the safest, most effective and efficient response to a
<br /> disaster or emergency in the City. The purpose of the City's Emergency Operations Plan
<br /> is to protect and sustain life, prevent further destruction, protect property and the
<br /> environment, restore and maintain order, and facilitate recovery in accordance with the
<br /> guidelines established by the City's Emergency Operations Plan which is based on the
<br /> Standardized Emergency Management System (SEMS) and the National Incident
<br /> Management System (NIMS).
<br /> 3. DEFINITIONS
<br /> a. Emergency Plans: The State of California Emergency Services Act Section 8560
<br /> defines Emergency Plans as official and approved documents which describe the
<br /> principles and methods to be applied in carrying out emergency operations,
<br /> continuing government and business operations, or rendering mutual aid during
<br /> emergencies. "Emergency Plans" include the Emergency Operations Plan,
<br /> Continuity of Operations Plan, Business Continuity plans or other documents that
<br /> include such elements as continuity of government, the emergency services of
<br /> governmental agencies, mobilization of resources, mutual aid, and public
<br /> information/crisis communications.
<br /> b. Local Emergency: Title 2, Section 44.020 of the Pleasanton Municipal Code
<br /> defines"emergency"as: the actual or threatened existence of conditions of disaster
<br /> or of extreme peril to the safety of persons and property within the city caused by
<br /> such conditions as air pollution, fire, flood, storm, epidemic, riot or earthquake, or
<br /> other conditions,including conditions resulting from war or imminent threat of war,
<br /> but other than conditions resulting from a labor controversy, which conditions are
<br /> or are likely to be beyond the control of the services, personnel, equipment and
<br /> facilities of the city, requiring the combined forces of other political subdivisions
<br /> to combat.
<br /> c. Disaster Service Worker: All public employees, which are persons employed by
<br /> any county, city, state or public district.
