X <br /> f) Conflict with adopted policies, plans, or programs X <br /> regarding public transit, bicycle, or pedestrian <br /> facilities, or otherwise decrease the performance or <br /> safety of such facilities? <br /> ENVIRONMENTAL SETTING <br /> Access to the project would primarily be provided through a new entry street which <br /> forks into two streets that would terminate in cul-de-sacs. Homes fronting Valley Trails <br /> Drive would be accessed directly from Valley Trails Drive. Pedestrian access to the <br /> project would be provided by new sidewalks throughout the project site, on Valley <br /> Trails Drive, and with new paths at the end of each cul-de-sac, connecting to Valley <br /> Trails Park. <br /> Local transit service is provided by the Livermore Amador Valley Transit Authority, <br /> which provides school routes along Valley Trails Drive, with stops along the project <br /> site. Additionally, routes connecting to Downtown Pleasanton and the <br /> Dublin/Pleasanton BART and ACE train stations are located on Hopyard Road, with <br /> the nearest station 0.5 miles to the east at South Valley Trails Drive. <br /> DISCUSSION <br /> a) The Pleasanton General Plan provides guidance for when a traffic analysis is <br /> required to determine impacts on the performance of the circulation system. <br /> Program 2.2 of the Circulation Element requires site-specific traffic studies for <br /> all major developments which have the potential to exceed LOS [Level of <br /> Service] "D," and implementation of the mitigation measures identified in <br /> these studies. The City generally requires a Traffic Impact Assessment (TIA) if <br /> one or more of the following criteria are triggered: <br /> 1 . Project generates 100 or more vehicle trips during the A.M. or P.M. peak <br /> hour. <br /> 2. Project generates 40 or more vehicle trips through an existing LOS D <br /> intersection. <br /> 41 <br />
