Ponderosa Homes at 6900 Valley Trails Drive <br /> Initial Study and Negative Declaration <br /> 3. Project generates 10 or more vehicle trips through an existing LOS E or F <br /> intersection. <br /> 4. Project that changes existing land use in general or master plan. <br /> Based on the 9th Generation of the Institute of Transportation Engineers Trip <br /> Generation Handbook, the proposed 36 single-family lot development would <br /> generate approximately 27 and 36 trips during the A.M. and P.M. peak hours, <br /> respectively. Therefore item 1 does not apply. The Valley Trails Drive and <br /> Hopyard Road intersection is currently operating at a Level of Service of C; <br /> therefore items 2 and 3 are not applicable. With respect to item 4, the project <br /> would require a General Plan land use change; however, the proposed use <br /> would generate fewer trips with the General Plan land use change than the <br /> existing Public and Institutional uses (hospitals, public schools, etc.) allowed <br /> under the existing land use designation. As result, the City's Traffic Engineer <br /> has determined that the project would result in an incremental increase in <br /> traffic, and that a Traffic Impact Assessment (TIA) is not required. <br /> The project would have a beneficial impact on pedestrian and bicycle <br /> circulation, by providing new trail connections to the Valley Trails Park and the <br /> existing trail system that extends east toward Hopyard Road. As a result, the <br /> project would not conflict with an applicable plan, ordinance, or policy <br /> establishing measures of effectiveness for the performance of the circulation <br /> system and the potential impact would be less than significant. <br /> There are no significant traffic impacts associated with the project; therefore, <br /> no mitigation is warranted. However, the applicant will be responsible for <br /> funding a traffic study and implementing any associated calming programs, <br /> if deemed warranted by the City's Traffic Engineer, once 18 of the homes (50% <br /> of the development) receive final inspections from the City's Building and <br /> Safety Division. The traffic calming program would further reduce the already <br /> less-than-significant impacts of the project on the traffic circulation system. <br /> The project would be conditioned such that the applicant would be <br /> responsible for retaining a traffic consultant/firm to assess the need for traffic <br /> mitigation measures within the Valley Trails neighborhood. The City's Traffic <br /> Engineer would review these findings and require the applicant to implement <br /> any changes deemed appropriate to promote traffic calming. <br /> b) The project would not create 100 or more new peak hour trips, and the project <br /> would not exceed, either individually or cumulatively, a level of service <br /> standard established by the Alameda County Congestion Management <br /> Agency for designated roads or highways.
