A freestanding public restroom within Valley Trails Park was proposed to be <br /> constructed by Ponderosa or Ponderosa would contribute a total of $300,000 for <br /> Park improvements. <br /> At the April 12, 2017 meeting, upon reviewing the revised plans, taking public testimony, and <br /> discussing the project, the Planning Commission, by a 3-2 vote, recommended approval of <br /> the project. Further discussion on the April 12, 2017 Planning Commission can be found in <br /> the analysis section of this report. The project is now before the Council for final action. <br /> SITE AND AREA DESCRIPTION <br /> Valley Trails Neighborhood, where the subject site is located, is bordered by Arroyo Mocho <br /> and West Las Positas Boulevard on the north, Hopyard Road on the east, the Pleasanton <br /> Canal on the south, and Alamo Canal and Interstate 680 on the west. The Valley Trails <br /> Neighborhood contains 498 detached single-family homes, Valley Trails Park (approximately <br /> 6.1 acres in size), the Pleasanton Masonic Lodge, St. Clare's Episcopal Church and <br /> Preschool, and Harvest Valley Christian Church. The subject site is generally located on the <br /> west side of the neighborhood and northwest of Valley Trails Park (see Image 1). <br /> The subject site, approximately 9 acres in area and relatively flat, contains an approximately <br /> 11,067 square-foot religious building and a 108-stall parking lot. Most of the 9 acres is <br /> undeveloped (see Image 2). There are 14 mature trees on-site, six of which are considered <br /> heritage-sized. Mature landscaping (i.e., shrubs/bushes) runs the length (north to south) of <br /> the western property line, east of Valley Trails Drive. The subject parcel is primarily <br /> accessible from a single driveway off the east side of Valley Trails Drive.
