Development of the site in this fashion requires a <br /> General Plan Amendment to change the land use designation from Public and Institutional to <br /> Medium Density Residential, rezoning from the R-1-6,500 to the PUD-MDR District, and a <br /> Vesting Tentative Subdivision Map to subdivide the 9-acre parcel into 36 residential units and <br /> four common area parcels. The applicant has also requested a Development Agreement <br /> detailing the obligations of the development of the property, park improvements, and the use <br /> of the private clubhouse. <br /> Site Layout and Access <br /> The lot sizes would range in area from 6,760 square feet (Lot 16) to 12,656 square feet (Lot <br /> 8). Lots 29 through 37, fronting Valley Trails Drive, would be accessed by individual <br /> driveways off Valley Trails Drive, consistent with the development pattern established for <br /> existing houses fronting Valley Trails Drive. The rest of the proposed development would be <br /> accessed by new public streets. There would be a new entry street from Valley Trails Drive, <br /> opposite Lassen Street, into the proposed development. Two additional interior streets with <br /> dead-end courts would provide vehicular access to the proposed homes not fronting Valley <br /> Trails Drive. Pedestrian access to the neighborhood park and walking paths would be <br /> provided at the end of each new cul-de-sac (see Figure 1). <br /> Page 6 of 20 <br />
