ADU Parking <br /> Currently, the PMC requires that one parking space be provided on-site for the occupants <br /> of an ADU. On developed lots in existing neighborhoods, this parking requirement is <br /> frequently a constraint to the development of an ADU. Prior to the new State legislation, <br /> parking for an ADU in Pleasanton was not allowed to be a tandem space or located in the <br /> front yard setback or a street-facing side yard setback, and these restrictions created <br /> challenges as property owners tried to add an additional parking space on a fully developed <br /> residential property. <br /> In 2013, staff initiated a PMC amendment to implement a Housing Element "second units" <br /> program (Program 6.3). One of the provisions of this program was to consider a reduction <br /> of the parking requirement for second units. During the 2013 amendment to the "second <br /> unit" section of the PMC, staff was concerned that although relaxation of the parking <br /> requirement could facilitate the development of ADUs in developed neighborhoods, it could <br /> also compromise neighborhood character through the proliferation of cars parked within the <br /> front yard setback area. Staff did not recommend reducing parking during the 2013 <br /> amendment. At this time, the City is required by the State to eliminate the parking <br /> requirement for those properties that meet one of the criteria in the proposed section of PMC <br /> 18.106.060.C.2 (see Exhibit A in Attachment 1). Furthermore, a local agency cannot require <br /> parking for a JADU. <br /> Public Transit <br /> No parking is required for an ADU if the ADU is located within 1/2 mile of public transit. The <br /> new State legislation does not define "public transit." In the absence of such a definition, <br /> staff developed a reasonable definition of public transit that would support reduced parking <br /> requirements for ADUs (see Image 1): <br /> • West Dublin/Pleasanton and East Dublin/Pleasanton BART stations; <br /> • ACE Train station; and <br /> • Bus stops along the City's only rapid bus line—the Wheels 10R line—which connects <br /> downtown Livermore with the East Dublin/Pleasanton BART station, through <br /> Downtown Pleasanton, with bus frequencies of about 15 minutes or less during <br /> weekday commute hours (weekend service is also provided by the 10R line, although <br /> with less frequent headways). <br /> Page 3 of 7 <br />
