BACKGROUND <br /> The County oversees and administers the water and sewer systems for the <br /> unincorporated Castlewood Service Area located at the southwest edge of the City of <br /> Pleasanton. In May 2012, the City signed a one-year agreement to provide operations <br /> and maintenance services on an interim basis with the stated goal of assisting the County <br /> with completing a full assessment of the infrastructure deficiencies inherent in the CSA <br /> system at the time. To this end, the County successfully completed a comprehensive <br /> engineering analysis in October 2012. Subsequently, the City has approved four one- <br /> year contract extensions for operations and maintenance services through the period <br /> ending June 30, 2017. <br /> Prior to 2012, the County contracted with private contractors to provide routine system <br /> operation and maintenance, however, they were looking to partner with the City to <br /> improve their system deficiencies with a planned and comprehensive Capital <br /> Improvement Program (CIP) approach. During this initial contract period, the City utilized <br /> one temporary half-time (20 hours per week) employee to offset the workload impact on <br /> the existing Utility Enterprise at a fixed monthly amount of ($10,887). During the five year <br /> period from July 1, 2012 to June 30, 2017, the City has provided service levels that have <br /> met or exceeded the routine maintenance expectations outlined in the RFP. An example <br /> of this would be the successful implementation of the first ever meter reading and billing <br /> protocol for CSA in 2013. This has helped to provide water usage history directly to the <br /> residents and encourage sustainable use of their valuable water resources. <br /> In addition to routine maintenance issues, the County and City have cooperated to <br /> systematically prioritize and correct infrastructure issues outlined in the engineering <br /> report. This has resulted in many improvements to the system such as replacements of <br /> critical failed valves, upgrades to undersized or failed pipelines and improvements to the <br /> water pumping systems. This continual progress has affirmed the County's commitment <br /> to proactively address issues before they result in emergency failures. <br /> DISCUSSION <br /> With Pleasanton Utilities as the selected contractor, CSA residents will continue to <br /> receive a high level of service and responsiveness and the City and County will continue <br /> its work on addressing items in the engineer's analysis. One of the pending notable <br /> priorities to be addressed continues to be the planned replacement of the Upper Level <br /> Redwood Tanks. This project is currently under engineering design and successful <br /> completion of this construction is very important for the continued partnership between <br /> the County and City to provide a safe and sustainable drinking water supply to the <br /> system. <br /> The recommend contract provides for routine maintenance support during the hours of <br /> 7:00 a.m. to 3:00 p.m. seven (7) days a week. Any emergency work performed between <br /> 3:00 p.m. and 7:00 a.m. would be subject to time and materials charges at the overtime <br /> rate schedule as stipulated in the contract. City fees and charges included in Exhibit B <br /> have been set to assure that City costs are fully covered. <br /> Page 2 of 3 <br />
